Fred-Med update: Closure of intersection scheduled

With our engineering questions about the bridge slide answered, Texas Sterling Construction will close Fredericksburg Road at Medical Drive the night of Wednesday, November 5. Thursday morning's traffic will need to seek alternate routes (we'll discuss that later).

This means the new roadway surface for Fredericksburg Road - a bridge over the future through lanes of Medical Drive - will be slid into place by Saturday. Though Texas Sterling has two full weeks (that's 14 days) to get Fredericksburg Road reopened, we're hoping to have the work done and lanes reopened in almost half that time.

This is work that was initially scheduled for early October. However, some testing of the concrete supports needed to be done in duplicate and engineering plans for the work needed to be resubmitted by Texas Sterling. With those issues wrapped up this afternoon, project bosses gave their one-week's notice of the work proceeding.

Wednesday evening, expect to see single lanes of Fredericksburg Road - and some alternating closures on Medical Drive - as crews prepare for the work. At 12:01 a.m. Thursday morning we'll have Fredericksburg Road closed down entirely. No through traffic, and  no left turns, will be permitted at this location. Traffic trying to continue on Fredericksburg Road will turn right onto Medical, then follow appropriate city streets to reach its destination. Officially, our planned detour uses Wurzbach Road, the I-10 frontage roads and Callaghan Road.

After the closure is implemented Wednesday night, excavators will tear out the existing roadway and uncover bridge support structures that were constructed underground (remember those huge steel plates across the roadway? that's what those were for...). If all goes well, crews could be ready to slide the bridge decks into place by Saturday morning.

The bridges are slid on rails lined with Teflon pads and lubricated with dish soap. We have two bridge decks to slide into place, and each takes about 8-10 hours to slide.

With the bridge in place, crews will work on getting the bridge dressed up and build traffic barricades along the edge of the bridge. It'll take another couple of days to have everything ready to have traffic back in place by the end of the following week.

Once the bridge is in place, Texas Sterling says we'll be pretty well done with overnight work; the remaining work will be accomplished during the day.

As always, major weather events or equipment issues can disrupt the schedule ... but we're working hard to plan for as many contingencies as we can.

Loop 1604 expansion update

So for the average driver (that is, one who isn't a TxDOT or Williams Brothers engineer/project manager) there's not a lot going for an update on the Loop 1604 expansion project - that is, the project that will bring overpasses to the intersections of Braun, New Guilbeau and Shaenfield roads. No major road closures are happening (though occasional overnight closures are being used), so commutes aren't being disrupted.

For those curious about the progress of the job, though, here's a quick run-down on what's going on:

First, progress on the northbound frontage road between Culebra and New Guilbeau continues. Road building crews are laying down two different layers of dirt, called "sub-base", that makes up the foundation of the roadway itself. Once that sub-base is in, paving crews will lay asphalt; that's still at least a month away, though it could be later. Even with that asphalt in place, drivers shouldn't expect to start driving on that road surface for a while - and when they do begin using the frontage road, the "main lanes" will be taken out of play so crews can begin the long process of constructing overpasses.

Second, part of the frontage road construction includes small bridges over Culebra Creek, just south of New Guilbeau. Those bridges are almost ready to have beams set in place (beams are like the backbone of a bridge). No lane closures will be needed to set those beams, as bridge crews can do everything from the work area away from the roadway.

One area that could see some change in the immediate future is what used to be Leslie Road (now the southbound frontage road) between the Wildhorse subdivision and Culebra Road. Once the sub-base is in, and asphalt is placed, we'll be switching traffic over onto the left lanes. This will mean heavy work on the same side of the road as all those driveways and access points, which may require temporary (overnight or weekend) closures while crews build the road at those locations. Again, once folks see the black stuff being put on top of the dirt, that's when to start gearing up for the big switch.

Next, we've been asked a few times about the overpass at Braun Road (and the giant piles of dirt that are seen there from time to time). The work that's happening now is "out of sequence"; that is, the contractor isn't actually scheduled to be doing that work until much later in the project, but since they have the resources now they're going forward with it. This will actually speed up work on the overall project, but the overpass at Braun still won't be available for use until nearly all the work is finished. As for those large piles of dirt? Those are stockpiles. Williams Brothers is bringing dirt in from other sources and using it where needed. For instance, that sub-base we talked about above ... well, much of that is coming from the mountains of dirt that have been piled up just north of Braun Road.

Finally, the businesses near New Guilbeau and Braun Roads should begin preparing for more work headed to that area. Once the asphalt is in place for the frontage roads between New Guilbeau and Culebra, barricades will be moved to the north end of the project to allow WB to begin tying those frontage roads into the existing roadway. The wider area of Lp 1604, there near Braun Road itself, represents the future frontage roads; where the road narrows (near New Guilbeau), those are the future main lanes. The tie-in should be a simple enough process, but it will take some time.

Once all the frontage roads are built, Williams Brothers will go into full swing building the overpasses. We are on schedule to have this project completed by the end of 2016. The option to build the Hwy 151 interchange will begin late 2015 and wrap up by the end of 2017.

I-10 Huebner update

With traffic (in both directions) using the new eastbound bridge over DeZavala Road, bridge crews are in full swing to reconstruct the westbound bridge. Right now, that means a lot of demolishing, and will soon mean drilling crews to start digging the foundations for the bridge supports. Webber has six months or so to build the overpass, so they are talking about having the bridge built (and traffic using it) by early May 2015.

Near UTSA Boulevard, bridge crews are finishing up the east-to-west turnaround. Over the next few weeks, crews will be busy building the barrier along the edges of the bridge and finishing the approaches to the bridge on either side. Webber Construction says the new turnaround will "definitely" be open before Thanksgiving.

Westbound traffic routes to UTSA Boulevard continues to be an issue. The Westbound exit ramp is closed, and will remain closed for about six months, while crews work on the new eastbound bridge. The area of road to be reconstructed nearly overlaps the start of the ramp itself, making access to the ramp nearly impossible. In order to maintain the safest routes possible, the ramp is closed per the plans of the project.

Traffic headed to UTSA Boulevard will need to take the "frontage road" exit immediately west of UTSA Boulevard, then turn around at Loop 1604 and use the eastbound access to UTSA Boulevard. Students, faculty and visitors might consider using Loop 1604 to reach the campus.

New I-35 project: ramp reversals between FM 306 and Conrads-Kohlenberg

Last week Dan Williams Company began a $5 million project to reconfigure entrance and exit ramps between FM 306 and Conrads-Kohlenberg in New Braunfels. The work will take about a year to complete.


The idea here is to free up the intersection of FM 306 and I-35 by allowing traffic headed for locations along the access roads in each direction to skip the intersection itself. This will particularly help traffic along the northbound access road at FM 306, where large trucks headed to a transfer station along the northbound access road are currently bogging down traffic.


Overnight closures are being used to allow crews to set up the work area. Once the work zone is set up and barricades are in place, Dan Williams Company will be able to move in equipment to begin excavation. 


Crews will work on the northbound side first then move to the southbound side, spending about six months on each side of the highway. The old ramps, currently in use, will not be closed until the new ramps are complete. We are also working on the turnarounds. Work on the north-to-south turnaround is first, and will mean the turnaround will be closed for about six months.


Of the $5 million total project cost, $4.2 is direct construction costs to the contractor. The rest of the price will cover engineering and administrative fees. No additional right-of-way was needed for this project. Most of the work will be behind barrier, and beyond the closure of the turnarounds traffic won't be interrupted much through the duration of work.

I-10 Huebner update

With the westbound I-10 overpass at DeZavala Road torn down - Webber Construction got the structure removed late Sunday after a slow start through the last weekend - crews can focus on reconstructing the bridge. The new bridge will be wider, taller and longer than the old bridge.

Crews will be on the bridge six days a week, working around-the-clock. They have six months to get the bridge re-opened, putting traffic where it'll be permanently no later than the end of April 2015.

Work on the eastbound side took just four of the alotted six months to complete. Though the project is behind schedule overall (when Ballenger Construction began the project in 2012, the total completion was scheduled for summer 2014), Webber's managers are finding ways to hurry along work and deliver a final product to area drivers.

One caution: though the first bridge took just four months to rebuild, that was during the best time of year to build. The westbound bridge is being build during the slower winter months.

Elsewhere on the project, Webber is eliminating overnight operations for the time being. Expect to still see crews working along the project during the day, but at night the only area of active work will be at DeZavala Road.

One of the major features crews are working on is the east-to-west turnaround at UTSA Boulevard, which should be ready for traffic sometime around the holidays.

What does all this mean? For most of us driving through the corridor, no major changes from what you see out there today. In fact, for the most part, what we have out there is what we'll stick with for the foreseeable future - likely through the end of the year.

"That's not our project"

The four most frustrating words people who call the department hear, no doubt, is "that's not our project".

Those words, that phrase, means the caller will need to continue to hunt through the various layers of state and local bureaucracy to find the proper agency responsible for the project that has generated the discontent or complaint waiting to be lodged.

Truth is, we hate to say those words as much as folks hate hearing them.

This week, though, we've been saying that phrase quite a bit. We've gotten a number of calls, emails and other contacts regarding an issue on FM 1560 just north of Culebra Road (between Culebra Road and Silver Pointe). Motorists are seeing a section of roadway that's been milled, and cars are hitting a lip in the pavement that's jarring their cars and, in some cases, causing damage.

(Milled roadway is roadway where the top layer of asphalt has been removed through a process of grinding and excavation....)

While the roadway is a state-maintained road - FM 1560 - the work is part of a Yantis Construction development nearby. This is a private development and is not something TxDOT is particularly involved in. Yantis is building turn lanes into their new development on the east side of FM 1560, requiring the milling in order to properly tie the new lane into the existing roadway surface. TxDOT folks have discussed the issue with Yantis and instructed them to provide a better taper on the roadway, and we are being told that will happen this week.

Weekend wrap; how the weekend's closures fared

Over the weekend we had several major corridors with huge closures, causing traffic delays in every segment of San Antonio north of U.S. 90. Here's a look at how things went:

I-10 at Ralph Fair Road

This closure mimicked what was done a few weeks ago, when Sundt Construction set nine of the longest beams in the state of Texas over the main lanes of I-10 at Ralph Fair Road on the city's far northwest side. This time, Sundt was pouring concrete.

Their plan was to have lanes reopened by 9 p.m. Saturday, and they beat that target by a few hours. By 5:45 p.m. traffic was flowing as normal on I-10 in both directions. That was done in part because of Sundt's work and preparation in the early hours of the closure, which started around 2 a.m. Saturday.

This was the second of about seven different times I-10 will close at this location, so expect another similar closure again in a few weeks. No exact timeline is sure yet, but we do have some internal targets. When we get closure to the next closure, we'll let everyone know.

DeZavala Road at I-10

The biggest hiccup on this came when Webber Construction crews started shutting lanes down at 8:20 p.m. Friday, rather than wait until the advertised 9 p.m. start time. The advertising was conflicting: in our outreach, we talked about 8:30 p.m., and the digital message boards read 9 p.m. We have corrected this for future closures.

Crews were able to chip away at the I-10 bridge over DeZavala, though trucks weren't able to haul off the debris until Sunday morning. Still, DeZavala Road was reopened in time for the Monday morning commute, which was the goal all along.

U.S. 281 at Wurzbach

A number of closures happened Saturday along the U.S. 281 corridor betweeen Nakoma Drive and Bitters Road, and work was done without a hitch. Most of the work is associated with Williams Brothers' Construction of Wurzbach Parkway overpass being built, which is scheduled to open by mid-215.

With this area, no news is good news. And things were extraordinarily quiet on the project this weekend, meaning things went well.

Northbound I-35 near SAMMC

Another case of no-news-is-good-news. Crews were able to have the highway reopened by Sunday afternoon, which met the goal set by Lane Construction. Bridge crews were able to pour concrete without any incident, and the road was only closed for a few brief hours.

Coming up
We have more major closures this weekend, including a full closure of all main lanes of U.S. Highway 281 Friday night. That closure will include the southbbound frontage road, meaning all southbound traffic will be diverted to West Avenue to get around the closure.

The major closure at the intersection of Fredericksburg Road and Medical Drive has been postponed as engineers examine bridge support structures and the plan to slide the Fredericksburg Road bridge deck into place. At this point, the earliest the closure would begin is November 7-8.

The skinny on the Fred-Med closure

Update 21 October: No date has been announced for the start of this closure and work; we hope to have a solid date set by the end of next week.

Original post:
As of 4 p.m. today (Tuesday) the planned closure of Fredericksburg Road (and the work associated with it) has been pushed back to Friday, October 24. The reason? Project folks are still waiting for some structural tests on concrete that's already been poured. Those test results are expected to be ready by mid-week next week, so we should be ready to roll next weekend.

Here's the plan:

At 12:01 a.m. Saturday morning (basically, midnight Friday night) Texas Sterling Construction will completely close Fredericksburg Road at Medical Drive in the Medical Center area. This closure will last for two weeks. Traffic on Fred Rd will be able to turn right onto Medical, which will allow the use of some city surface streets to still reach their destinations. However, expect this to be a sticky area with traffic bogged down a bit in all directions. If there's another way for you to get where you're going, you'd be wise to take it.

Here's a look at the potential detour routes for the Fred-Med work:

With Fredericksburg Road closed, Texas Sterling will excavate the intersection, completely tearing out the roadway that is now Fredericksburg Road. Folks with Texas Sterling expect to have that excavation finished within 48 hours.

The bridge support structures - columns, caps, etc. - are already in place. Remember those steel plates you drove on for about eight months? Those were to allow crews to build the bridge supports under the road you were driving on. With the roadway excavated they'll be able to uncover those structures and clean them up.

By Monday morning - and, potentially, by midday Sunday - Texas Sterling will be ready to slide the bridge deck that will form Fredericksburg Road. That process involves a hydraulic jack that will push the bridge deck along rails, aided by some Dawn dish soap (of all things) and some Teflon pads.

Once the bridge is locked in place, crews will spend at least a day or two dressing the intersection up. If all goes well, traffic could be back to normal within a full week.

But folks should keep in mind Texas Sterling has two weeks to get the work done, and they may need that full time if weather or other factors intervene to cause delays.

Expected end of closure: Friday, November 7, midnight.

Mammoth weekend of closures coming

*Update: The work at Fredericksburg Road and Medical Drive previously scheduled for this weekend will not happen until next weekend, October 24-25.*

This weekend, four major full closures will take place at various locations across San Antonio, perhaps impacting the northwest side hardest. All of these closures are weather-dependent, and though we're committed to pushing forward with this work the wet weather we've had and may yet have could wash us out for another weekend.

Here's the skinny (we'll try to go chronologically, somewhat):

Friday night through Monday morning
DeZavala Road will close at I-10. This is a total closure, and traffic will turn right onto the I-10 frontage roads, take the next turnaround, then return to DeZavala to continue on their way. This is a detour route we've used a few times now, so local drivers will be familiar with the process.

Expect to see crews start closing things down about 8:30 or 9 Friday night. This closure will be constant, and we'll have everything out of the way in time for Monday's morning commute.

With the road closed, Webber Construction will be able to demolish the old westbound I-10 overpass to reconstruct the bridge. Traffic on I-10 was moved over onto the new eastbound bridge structure last weekend.

Bonus closure: Just a reminder the eastbound exit to UTSA Boulevard is closed for six months. You have a few options to get around that: 1) Exit DeZavala Road and push through the intersection (definitely NOT recommended this weekend). 2) Pass UTSA Blvd, exit Lp 1604, turn around and return to UTSA Blvd. 3) Pass UTSA Blvd, exit Lp 1604, use the Lp 1604 access road to reach John Peace Blvd (this is for those headed to UTSA campus).

Saturday (daytime only)
The I-10 main lanes at Ralph Fair Road will close all day Saturday. The listed times are 2 a.m. until 9 p.m., and we expect Sundt Construction to use all of that alotted time.

We just saw this closure last month, so most folks should be familiar with what it will look like. Truthfully, we expect traffic to back up at least 2-3 miles each way, and delays to last in excess of 30 minutes. Drivers might opt to bypass the closure, taking US 281 and Hwy 46 to reach Boerne from the north and east sides of San Antonio, or take Hwy 16 (Bandera Road) and Hwy 46 to reach Boerne from the west and south sides.

This closure includes Ralph Fair Road itself between Old Fredericksburg Road and I-10. This will allow us ample room for the trucks coming into and out of the work zone, and will help us keep traffic flowing along the frontage road.

The closure will allow Sundt to pour concrete, forming the portion of the new Ralph Fair Road bridge deck they set beams for in September. If you missed the detour routes for that closure, here's a look at the graphic we published then:


Sunday morning
The northbound lanes of I-35 will close at the interchange of I-410 near SAMMC. This only impacts northbound I-35, though the closure will be felt in all directions. Traffic will exit as though it's headed to southbound I-410, remain on the frontage road of I-410, turn around at Binz-Engleman and follow the northbound I-410 frontage road through Rittiman Road, then re-enter the northbound I-35 main lanes.

Yeah, it really is that complicated.

Again, this is for a bridge deck pour. Lane Construction is pouring concrete to form the new southbound I-35 ramp to southbound I-410. The work will begin at 3 a.m. and crews plan to have lanes reopened for use by noon.

Bonus closure: One lane on the southbound side of I-35 will close during this time for trucks to gain access to the work area. Please be smart and drive safe.

Bonus closure part II: Remember we still have overnight closures of all northbound main lanes between FM 3009 and FM 1103 in the Schertz area. These won't impact most users of I-35, but drivers should be aware these are happening.
