Fred-Med traffic switch pushed back

Availability of materials and completion of some out-of-sequence work has pushed back a major traffic switch on the Fred-Med project.

Crews were initially scheduled to move traffic on Medical Drive - particularly on the east side of Fredericksburg Road – onto new asphalt that will eventually be the westbound connector to Medical Drive. This move clears space for crews to work on the future eastbound side of Medical Drive and begin building the through lanes, which will pass under Fredericksburg Road.

However, some work on the through lanes – or, rather, on a preliminary support structure for the deck that will hold Fredericksburg Road in place while Medical Drive passes under – has taken a few days longer than anticipated. Supervisors with Texas Sterling Construction prefer to finish the work on the support structure (specifically, a slide pad) before switching traffic where it can be done without any major disruptions to travelers.

The traffic switch is now scheduled to happen by next weekend, May 23-25. The switch, when completed, will not impact daily traffic all that much, as we’re maintaining one lane each way on Medical Drive through Fredericksburg Road.

The process of making the switch will make an impact. Police officers will direct traffic at Fredericksburg and Medical Friday night and into Saturday morning, May 23-24. The actual traffic signal will be turned off that night while electricians move them to match the new path of traffic. Drivers should expect some delays.

This weekend - May 16-18 - road crews will be finishing work on the westbound side of Medical Drive at Ewing Halsell. Expect alternating lanes to close from Friday night through Sunday night.

Major closure Sunday on I-35

Lane Construction will set bridge support beams forming the new ramp connecting southbound I-35 to southbound I-410 Sunday morning.

In order to do this work, crews will close the northbound main lanes of I-35 from George Beach to Rittiman Road between 3 a.m. and noon Sunday. Only one lane will reopen at noon.

Crews will also close the northbound main lanes of I-410 from Space Center and Rittiman Road at noon Sunday. At least one lane of the main lanes will reopen after 6 p.m.

All lanes will be reopened in time for the Monday morning commute.

Detour routes:

For northbound I-35, traffic will exit George Beach and continue onto the I-410 frontage road. Turn around at Binz-Engleman, follow the northbound I-410 frontage road through Rittiman Road. Reenter northbound I-35 main lanes after Rittiman Road.

For northbound I-410, traffic will exit Space Center and use the frontage road through Rittiman Road. Traffic will reenter northbound I-35 main lanes after Rittiman Road.

Save the date: May 19

Beginning May 19 after the morning commute, Leslie Road between Shaenfield Road and Culebra Road will be a one-way road. This is a permanent change, as Leslie is being converted into the southbound frontage road.

For now, the road will only have one lane, so local users should expect some delays. For the first week, crews will set barrels to close the lane. Actual, heavy work will begin within a week or so, and concrete barrier will be set within 10 days of the initial closure.

Traffic will actually be shifted over onto the east side of the road (currently the northbound lane) while crews reconstruct the roadway to match specifications for the higher traffic volumes anticipated. Once work on the west side of the road is done, traffic will shift over and work on the east side of the road will begin.

Leslie Road runs parallel to Loop 1604 between Culebra and Shaenfield roads. It will be converted - permanently - to a one-way frontage road beginning May 19

Work on the northbound frontage road will be moving along simultaneously, but will not impact current traffic (the future northbound lanes are being built on undeveloped land). Grading and clearing work for the northbound frontage road is starting this week, and will continue for the next several week.

The big tree

A large oak tree on the southbound side between Caston Gate and Liberty Field will be preserved. It's one of three similar trees along the project that will be preserved and protected by guardrail when the project is complete.

Upcoming traffic switches: a rundown of what to expect

We're hitting a point in the year where many of our projects are preparing for major traffic switches, and it's important everybody be on the same page, er, in the same lane. So ... here's a look at what to expect over the next month or so:

I-10 Huebner

Perhaps the most major traffic shift upcoming is on I-10 near DeZavala Road. Webber Construction is planning to shift all lanes over onto the current westbound side of the DeZavala overpass bridge in June. This will mean going from three lanes each way plus the auxiliary lane to just three lanes each way. That means traffic entering the highway will do so directly into an active lane; entering and exiting traffic won't have its own lane. The six lanes that will remain active will be narrower than what's out there now - about 11 feet wide each.

This shift will last for about a year, though at the six-month mark the six active lanes will be scooted over onto a new bridge structure making up the future eastbound lanes.

Fred-Med

Next week Texas Sterling Construction will begin phase two of their work, requiring a major traffic shift. This shift won't really impact daily commuters a whole lot in terms of drive time, and we're not reducing traffic lanes beyond what's already reduced on Medical Drive. The lane positions will change, though, and traffic will begin driving on the future westbound approaches to Fredericksburg Road.

I-35 SAMMC

Though not major, cutting out turnarounds is a pretty significant change in traffic patterns at some locations. This week Lane Construction dropped the north-to-south turnaround of I-35 at Rittiman Road, and they'll follow up by taking the south-to-north turnaround in about three weeks. These turnarounds will be closed at least three months.

Wurzbach Parkway

While we don't have a traffic shift planned immediately on the parkway itself, we do have one coming soon related to work on the parkway. The good news is this shift will open up traffic a bit, reflecting a near-complete product.

On Jones-Maltsberger, Texas Sterling Construction is preparing to open up traffic to four lanes - two lanes each way - at the Wurzbach Parkway overpass. We've had J-M limited to a single lane each way for about two years now, a necessary traffic change designed to help crews build the new intersection with the parkway.

Oh, yeah ... this is scheduled to happen next week, if all goes well.

Loop 1604

Leslie Road - a north-south parallel road running between Shaenfield and Culebra roads - will be converted to a one-way frontage road beginning May 19. This change will be permanent. (Leslie Road actually extends north all the way to New Guilbeau, but only the segment between Shaenfield and Culebra will be converted ... for now....)

Williams Brothers Construction is building the northbound frontage road on undeveloped land right now; the development of these frontage roads are the first major steps in the extension of the Loop 1604 expressway (that means we're building overpasses) between Bandera and Culebra roads.

FM 306

Before the end of the month, Hunter Industries is hoping to have new overpasses ready for use, allowing traffic to permanently bypass the Union Pacific Railroad crossings on the north end of New Braunfels. These bridges will only feature one lane in each direction (both structures are intended to be the future westbound bridges; the eastbound bridges will be built once traffic is moved out of the way), but should provide immediate relief for traffic in the area.

Additionally, Hunter is working to open up FM 306 to a four-lane roadway between I-35 and Goodwin Road. This will help those accessing the local businesses quite a bit, and we're excited to be so far along on this project already!

Seguin Ave (New Braunfels)

In June, Austin Bridge and Road is hoping to have the remaining lanes of Seguin Avenue under the new UPRR crossing complete and ready for use. This will allow crews to open the road to four lanes (two lanes each way), offering relief to a pinch point that squeezes everyone into a single lane each way. This should help those headed to New Braunfels for summertime activities reach their destination unencumbered.

The signals at Boerne Stage Road....

It's not often we get inundated with phone calls or emails about one particular project, but that has been the case with the bridge expansion and frontage road conversion work at Ralph Fair Road, which has impacted (rather significantly) the traffic volumes at the intersection of Boerne Stage Road.

The complaint we're hearing is pretty uniform: the wait at the traffic signal at Boerne Stage Road (BSR) is simply way too long, and we're asked to either (1) adjust the timing of the signals or (2) return the frontage roads to two-way to allow traffic from Autumn Stage Road (ASR) to reach eastbound I-10 without moving through the Boerne Stage Road intersection.

The requests seem pretty common-sense on their face, but there are some significant issues. With that in mind, here is as complete an explanation as we can provide about what is happening:

First of all, the issue with the backup at BSR is not about signal timing, it's about capacity of the roadway and traffic volumes. The fact of the matter is there are just way more cars than a single lane can handle efficiently, especially through a signalized intersection. Increasing the time allotted for traffic coming from ASR and Ralph Fair Road (RFR) would only further impact traffic on BSR, which is already backed up pretty badly.

Initially the plan was to have two eastbound lanes moving through the signal and on to the eastbound entrance ramp to the main lanes. That would effectively cut the wait time many folks have experienced in half, and possibly eliminate a number of the issues we're having.

Unfortunately, the Bexar County project on Boerne Stage Road is preventing us from the two-lane flow. We're keeping the small segment between BSR and ASR a two-way road as a potential detour route should BSR be closed west of I-10. We've been advised by the county some major closures are ahead on that project, and we're doing our best to assist where we can.

Though the work zone is pretty large compared to the area, the real trouble spot - marked in red here - is caused by heavy traffic volumes. That issue will take care of itself when the segment of I-10 frontage road between Autumn Stage and Boerne Stage roads is converted to one-way, doubling the capacity of the road and the number of cars pushing through the intersection with each green light....

So why did we even start this project while the county's project is ongoing? The truth is we coordinated with the county to make sure our project started after the county's job finished up. We even delayed our start a few months to provide a buffer in the schedules. For whatever reason, however, that didn't work out. We couldn't delay our project any further without a risk of the funding for the project being reallocated ... so here we are today.

So why not just return the frontage road to two-way? Because the first phases of work done on the RFR bridge require us taking up that left eastbound lane (or the old westbound lane) near the bridge, and a two-way road would require constant one-way traffic control (with flaggers and officers) for the next 6-8 months. The expenses are simply overwhelming to do something like that, so it's way simpler to just convert the frontage roads now.

Besides, one of the overarching goals we've got right now is to convert the frontage roads of I-10 between Dominion Drive and RFR to one-way. This is a step in that direction. The remaining stretch of frontage road will be converted next year as we get moving on the BSR-Dominion segment of work.

So ... what's the solution? First, to move forward with the projects in the area as quickly as possible. Those who live or drive through the area may seek alternate routes, if they're available. And, ultimately, some patience. The good news is our project is only a year-and-a-half project, so we will be done by mid-2015.

Major (though short-term) closure coming on I-35 SAMMC

The northbound main lanes of I-35 will close at the southern interchange with I-410 (near SAMMC) May 18 while bridge crews set support beams that will make up the new southbound connector from I-35 to I-410.

Later this month crews will hang bridge support beams over the northbound lanes of I-35, using these support columns and caps. This work will require the complete closure of northbound I-35 for at least a few hours.

Crews will shut down the main lanes at 3 a.m. Sunday morning (May 18) and have traffic reopened gradually throughout the day, with all lanes back in service in time for Monday's morning commute. For the few hours the main lanes will be totally closed, traffic will exit George Beach and take the frontage road onto the southbound frontage of I-410, turn around at Binz-Engleman and renter the highway after going through Rittiman Road.

While this closure directly impacts I-35, drivers on northbound I-410 should also be impacted by this. Southbound lanes will be left relatively unscathed.

When the northbound lanes of I-35 are closed, traffic will be rerouted along the northbound I-35 and northbound I-410 frontage roads through Rittiman Road.

Lane Construction, the prime contractor working on the project, selected this closure date and times to minimize the impact on traffic. The plans on the project allowed a total closure through the weekend, but Lane's planners say they've noticed the lowest volumes of traffic during the very early morning hours on Sundays.

Though not as major as closing main lanes of an interstate, crews will close the north-to-south turnaround at Rittiman Road tonight to give crews safe access to retaining walls as the main lanes of the highway are expanded. The south-to-north turnaround will close in a few weeks. Both closures are long-term, lasting into the summer. Traffic will use the intersection to turn around.

When the turnarounds at Rittiman Road close (this week), more traffic will be moving through the intersections. The signals will be adjusted accordingly to optimize traffic flow.

Further work at Rittiman will require occasional closures of the intersection itself to build support structures for the bridge expansion. Those closures naturally will happen overnight as needed, with ample notice provided.

Meanwhile, work outside the traveling lanes continue in a number of areas: bridge support columns and caps at Thousand Oaks; setting barrier at Rittiman; bridge support structures at the I-410 interchange; road widening at several locations.

Several areas, such as this new configuration for the northbound exit to Randolph Boulevard and Windcrest, are underway behind barriers and away from the traveling public.

One thing to note: the entire project has a 55-mile-per-hour speed limit! We even have digital speed trailers set up to show you your speed and remind you to slow down. More often than not, these trailers are showing speeds of 65- or 70-mph. We can't stress this enough: SLOW DOWN! It's always better to just slow down rather than get a reminder from one of San Antonio's finest....

Please note the speed limit through the work zone is 55 MPH. This is set for safety reasons. Please help us make sure everyone on our project gets to return home from work safely every single day!

Wurzbach Parkway progress

Wetmore to Jones-Maltsberger

Through the week crews with Texas Sterling will be working on curbs and sidewalks at the intersection of Wurzbach and Jones-Maltsberger, with hopes to have J-M opened up to two lanes each way by the start of next week. This will bring much-needed relief to traffic that has been squeezed down to a single lane each way more than a year and a half. More work, by Williams Brothers, may bring occasional interruptions ... but those should be minor.

Jones-Maltsberger will soon be opened back up to a four-lane road....

More concrete crews will be working on the road - a concrete paving slab - and walkway near the city's brush site. This includes the right-in, right-out driveway and acceleration/deceleration lane cut outs. Traffic headed to the site will continue reaching the dump as they have been, but drivers should be aware of the constantly changing work zone. 

Even more concrete crews are working at Mud Creek, hoping to have the westbound bridge structure finished later this month. Road crews will still need to finish the new westbound lanes passing McAllister Park and Buckhorn Drive before we can open the bridge for traffic. Project supervisors are hoping to have that stretch of the roadway built by mid-summer this year. Roadway lighting and overhead highway signs will likely be set up by electricians before traffic will be opened onto the new westbound lanes.

The Mud Creek bridge construction continues to progress, and the connector for Salado Creek Greenway will be completed this summer.

Jones-Maltsberger to West Ave.

The hike-and-bike trail continues to progress, so that the parkway's opening will also mean the connection of McAllister Park to Walker Ranch Park come summer 2015. In some spots - like the area immediately east of U.S. 281 - this means we have work happening in the ground and in the air.

While bridge work continues to the east and west of U.S. 281, Williams Brothers' progress on the overpass at Jones-Maltsberger continues to move quickly. Bridge crews are setting deck panels this week with the goal to pour concrete to fill out the deck later this month. The bridge crew superintendent has said he intends to get all the structures surrounding Jones-Maltsberger ready for concrete before actually pouring concrete; the preference is to pour all the bridge decks at one time rather than piece the bridge together.

Work on the Jones-Maltsberger overpass is beginning to progress quickly.

None of that really impacts daily traffic, though. The work most impactful on the daily commute of folks is along U.S. 281. That said ... most of that work is out of the way of the current and open travel lanes. Work comtinues at the Nakoma overpass - electricians are busy ensuring all the power lines are in the right places for lights to be installed under the bridge when work is complete.

Crews building the drain system between the northbound frontage road and main lanes are nearing the end of their work, which will allow the construction of the new northbound exit ramp to Bitters Road to move forward. The new entrance ramp from Nakoma (a braided ramp with the Bitters exit) is being built, with bridge support structures starting to go up.

The right lane will close while crews remove barrier. This closure includes the exit to Randolph Boulevard. Traffic will exit Starlight Terrace and use the turnaround. Expect delays.

Main lanes, both directions, between Emory Peak and Spurs Ranch/Big Mesa (far west Bexar County)

The left lane will be closed while crews build curb and sidewalk. Expect delays.

Jones-Maltsberger will be completely closed while bridge crews set deck panels to form the Wurzbach Parkway overpass at Jones-Maltsberger. Traffic will use Arion Parkway, the U.S. Highway 281 frontage road and Bitters Road to reach its destination. Expect delays.

Fredericksburg Road, both directions, between Louis Pasteur and Data Point (Medical Center)

Alternating lanes will close while crews build bridge support structures. Expect delays.
