Comal County round-up

Lots going on in and around Comal County in terms of highway projects ... here's a look:

Seguin Avenue

Last week (Wednesday) we formally and ceremoniously celebrated the completion of the Seguin Avenue underpass. On hand were representatives of Austin Bridge & Road, the contractor who built this project. As you may recall, this is the same contractor who built the original project back in 1935.

The event was hosted by the city of New Braunfels, and Mayor Barron Casteel reminded folks just how long the project had been in the making - at least since he was still in school, referring to his college days. He thanked Rep. Doug Miller, who helped secure the funds for the project through the Texas Proposition 12 grant from the Texas State Legislature.

With other civic leaders - those from the Daughters of the American Revolution, the New Braunfels Chamber of Commerce and others - around, the underpass was toasted. TxDOT District Engineer Mario Jorge lauded some of the engineering of the new underpass - including the nearly 800,000-pound steel structure that now carries rail traffic safely over Seguin Avenue and the 140,000 gallon detention pond under the roadway that will store stormwater to keep the road open through all conditions.

The Loop

Hunter Industries will close portions of the intersection of Loop 337 and Altgelt Lane over the next two weekends. These closures will keep one lane going in each direction, but will squeeze traffic quite a bit. Folks are advised to find alternate routes where they can.

This will allow road builders to reconstruct the intersection. Once this work is complete (mid-September) traffic on Loop 337 between I-35 and Altgelt will shift onto the new asphalt on the south side of the road. Crews will only need a few weeks to rebuild the road on the north side of the road, and work should be ready to wrap up before Halloween.

FM 306

Another Hunter Industries project, this one hit a snag a few weeks ago in waiting for some utilities to be moved. AT&T has been on site regularly, and report they should have their work finished by mid-September. Once that work is finished, Hunter's bridge crews will go to work on the drain structures at the Hunter Road overpass.

While Hunter waits for AT&T to get out of the way, they are working on embankments and structures for the future eastbound lanes of the bridge. They've also got the turnarounds nearly complete at Coleman and at Goodwin Lane, and local traffic may begin using those immediately. This should be helping traffic move through the project a little more smoothly.

If it weren't for the utility adjustments, this project may be finished in time for the holidays. Instead, we're still on pace to be finished early in the new year - which is still ahead of our initial schedule.

U.S. 281 Spring Branch

The temporary (and, by temporary, we mean at least 2-3 years) fix for the U.S. Post Office problem is underway. Hunter Industries (yes, those guys again) is building a "detour" around the building; the northbound lanes of U.S. 281 will simply scoot left, then right again around the building.

Crews are also finishing up work north of the post office, completing the future northbound lanes of the highway. If all goes according to plan, we'll be moving northbound traffic onto the northbound lanes at the Coyote Ridge area and up through to FM 306. As the southbound lanes are finished - traffic in both directions are using the southbound side for most of the project - this will effectively split traffic to its final path.

To be clear: we won't have two lanes in each direction until work is complete (end of the year). Until then, we'll have a single lane each way, but those lanes will be on the final location of the roadway.

On the south end of the project (more or less from FM 311 south to the river) we're hoping to have traffic moved over nearly as quick; we have a few utilities to adjust and some finishing touches to some bridge structures to wrap up.

Again, all told ... we're hoping to be finished with this project around the end of the year.

Upcoming projects

  • The Walnut Avenue expansion - we're calling it the "Walnut Hill" job - should start up this fall (likely late fall, like November). Right now we're still getting utilities cleared out of the way.
  • The I-35 Conrads/Kohlenberg project - which will realign the entrance and exit ramps between FM 306 and Conrads/Kohlenberg on the northeast end of the county - could start as early as October.
  • FM 1101 between Hwy 46 and FM 36 is getting a continuous center turn lane, sidewalks and some space for bikes (handy with three schools along the route). Though the project can start in November, we're expecting the start date to perhaps push back to January. Right now utilities are being moved.

DeZavala Road closed tonight

As a reminder to everyone on the northwest side of San Antonio:

DeZavala Road will close at the intersection of I-10 tonight at 8:30 p.m.

We'll have the intersection reopened in time for the morning commute (translation: 5:30 a.m.).

The closure will allow crews with Webber Construction to set bridge support beams forming the backbone of the new eastbound I-10 overpass bridge, which was demolished for reconstruction this summer. While this work is being done, traffic on DeZavala Road will turn right onto the I-10 frontage roads and use turnarounds to get back to DeZavala Road and continue on to any late-night destinations. Just to be clear:

  • If you're going east on DeZavala (that is, if you're going from the Wal-Mart to the HEB), you'll turn right onto the eastbound frontage road, then turn around at the Fredericksburg Road connector. From there, you'll follow the westbound frontage road back to DeZavala Road and continue on to your destination.
  • If you're going west on DeZavala (from the HEB to the Wal-Mart), you'll turn right onto the westbound frontage road, then turn around at UTSA Boulevard. From there, you'll follow the eastbound frontage road to DeZavala Road and continue on to your destination.
For those familiar with the area, this is the exact same detour route used in July when we closed the intersection for an entire weekend to demo the bridge and set up the work area at DeZavala Road.

What does this mean for the project overall? Well, this is good news - it means Webber is running ahead of schedule to have the eastbound overpass complete and back in use by January. Once the beams are set, they'll need to do one more overnight closure (likely by mid-October) to pour concrete to form the bridge deck. Project bosses have not yet indicated if that closure will be a complete closure, or if it will be done a few lanes (of DeZavala) at a time.

One last item:

So folks are aware and can be expecting it, Webber has plans to close the main lanes of I-10 at UTSA Boulevard - in both directions - overnight for two nights next week. This work will allow bridge crews to set support beams forming the east-to-west turnaround over I-10. That closure will happen Tuesday and Wednesday nights (Sept. 9 and 10) between 8:30 p.m. and 5:30 a.m. nightly.

I-10 Huebner update

Let's get the big elephant in the room out of the way to start:

The night of Wednesday, September 3, Webber Construction will shut down the intersection of DeZavala Road at I-10 while bridge builders set bridge support beams. Through traffic will use turnarounds at UTSA Blvd and at Fredericksburg Road to reach its destination. The intersection will be reopened in time for the Thursday morning commute.

A slew of overnight closures at that intersection the night of September 2 and September 4 will also take place to prepare for the Wednesday night work. We will have a similar batch of closures to pour the bridge deck somewhere around September 18-19 (weather permitting).

As work at DeZavala continues through the school year, traffic at the intersection is bound to continue to build - particularly for those turning left. In an effort to relieve some of this congestion, Webber crews are working to finish work near the west-to-east turnaround at UTSA Blvd so westbound traffic can use the turnaround there to reach destinations near Wal-Mart instead of going through the DeZavala Road intersection.

Eastbound traffic headed to destinations near HEB and Home Depotcan use turnarounds at Fredericksburg Road or Huebner Road rather than turning left at the DeZavala intersection. This should help the flow of traffic at DeZavala a little through the upcoming months.

Now, time for elephant number two:

Webber will close all main lanes of I-10 at UTSA Boulevard the nights of Tuesday and Wednesday, September 9 and 10, to set bridge support beams for the east-to-west turnaround at UTSA Blvd. Traffic will exit UTSA Boulevard and travel along the frontage road to get through the area.

Eastbound lanes will close first, at 8:30 p.m. nightly. Westbound lanes will close around 10 p.m. All lanes will be reopened by 5:30 a.m.

Project bosses hope to have this work finished in a single night, but we are planning on two nights of closures to ensure enough time.

Beyond this, road crews are using nightly alternating lane closures to lay asphalt and work on barriers. Bridge builders are focused on work near UTSA Blvd and DeZavala Road. Overhead highway sign supports will also be built with routine overnight lane closures.

The project is currently running ahead of schedule for its mid-2015 completion target.

Wurzbach Parkway progress

A week ago crews with Texas Sterling Construction moved westbound traffic along the parkway between Wetmore Ave. and Mud Creek onto the permanent westbound lanes, dividing traffic near Buckhorn Drive.

The move marks completion of the Mud Creek bridge, opening access under the bridge for the Salado Creek Greenway connector. The temporary crossing at Buckhorn Drive, put in by the city of San Antonio in 2012, is no longer in use - the signals have already been removed.

Crews are now working on the center median barrier - a concrete barrier dividing eastbound traffic from cars on the westbound side. That barrier already exists for most of the parkway between Wetmore and Jones-Maltsberger, but the glaring need was to build east of Mud Creek. Once that median is finished the final layer of asphalt will be placed.

Final asphalt surface is typically the last major work to be done on any project, allowing traffic to use the new road while minor tasks are finished. Right now we have the concrete median, final asphalt surface and electrical work to complete.

Project bosses are saying traffic will be using the full length of the new parkway between Jones-Maltsberger and Wetmore before Halloween.

The segment between West Avenue and Jones-Maltsberger is still on pace for completion mid-2015. Crews are focusing work on the U.S. 281 corridor, particularly on the southbound side. September 6 crews with Williams Brothers Construction will close the right lane of U.S. 281 to set barrier. That barrier will provide a safe work zone for crews building new exit and entrance ramps between Bitters Road and Nakoma Drive.

Major closures on 281 to complete the overpass are not expected until later this year.
