UTSA Boulevard: daily closures for drain structures

This is our window of opportunity.
With classes dismissed for Christmas at UTSA last week we have until January 8 to get a whole lot of drain structures set to cross the roadway. This work requires crews to close portions of the road, making for one-way traffic with flaggers controlling the flow of traffic for the next two weeks.
If this is your area, expect some delays on UTSA Boulevard. We'll be out of the way in time for the rush of students before spring term, and we won't be doing anything on Christmas or New Year's Day, but every other day expect to see us out there.
The work will be confined to that stretch between UTEX Boulevard and Edward Ximenes. If you can find a way around this area, we highly recommend doing so.
With the closures we'll be able to install storm drains crossing the road to get run-off away from the road and into Leon Creek, where the water flow is supposed to go. By knocking this out now crews will be able to tie these crossings into drain structures along the stretch of roadway we are expanding (more on that in a moment) while traffic continues to enjoy the old configuration it's currently in.
As for the final product, it'll be done in 2017. When finished the road will have two lanes in each direction with a center left-turn lane. We are also adding bike lanes and a "meandering sidewalk" multi-use path on the south side of the road.

Loop 1604 moving ahead of schedule

The news is simple: Williams Brothers Construction is running ahead of schedule on the Loop 1604 expansion between Bandera and Culebra roads, set for completion late 2016.
Though project bosses with WB are hesitant to say exactly how far ahead they are running, the truth is they are indeed running ahead of schedule. Drivers in the area should be able to use the new expressway lanes as early as this summer.
To help facilitate this fast-paced work WB will open the north-to-south turnaround at New Guilbeau this week (before Christmas). If you've not yet noticed, you'll see electricians installing and connecting the new traffic signals at that location. If the signals aren't operable by Christmas Eve, don't expect to see them turned on until January 3. These signals are critical to having the turnaround - and the full intersection, for that matter - opened at New Guilbeau.
By the way, when this intersection opens up the turnarounds north of Shaenfield will be closed.
After New Guilbeau is opened crews will really focus on getting the Shaenfield intersection opened up. Right now the guys calling the shots with WB say that will happen about a month after New Guilbeau is up and running.
What does this accomplish for everyone?
First it means drivers will be driving on fully functional frontage roads. This may come with some growing pains as crews time the signals for optimal traffic flow.
More importantly it means Williams Brothers will be free to finish working on the main lanes of the highway, including construction on the entrance and exit ramps. Most of this work is extremely weather-sensitive, so expect it to be slow going until the weather dries up for us and gets a little warmer.
Even with this constraint we could see a near-finished product this summer.
The new direct connector from southbound Loop 1604 onto eastbound Highway 151 - including the overpass of Hwy 151 over Loop 1604 - is on pace to be complete by the end of 2016. If this is part of your realm, you'll see the bridge crews from Braun, New Guilbeau and Shaenfield move to these structures in the very near future.

Whatever it is you're celebrating this time of year, here's hoping your time is well-spent with family and friends.
During last year's holiday season (defined as the month-long stretch between December 1 and January 1) some 2,400 alcohol-related crashes occurred across the great state of Texas. Nearly 200 people were seriously injured. Even more ominous, 110 people lost their lives.
State-wide we saw an 8 percent increase in alcohol-related fatalities over 2013.
This is a problem we're seeing state-wide (and even more so locally) year-round: drunk or distracted driving is leading to deaths on our roadways. We even kicked off a social media event last month highlighting the fact we've had 15 full years without a fatality-free day on our highways. You might have seen the #EndTheStreakTX hashtag designed to promote awareness and bring safe driving to the forefront of our conversations.
For now, though, we're focused on making this holiday season fatality free. You may have already seen bits of our Plan While You Can campaign, featuring an interactive dodgeball game that uses custom gaming technology to replicate the effects of alcohol on a person’s reflexes. We'll be at La Cantera between 2 and 8 p.m. tomorrow (Tuesday) with the game - stop by and see us to play and get some sober-driving swag.
The campaign uses the #PlanWhileYouCan hashtag to encourage folks to find alternatives to drinking and driving. These alternatives are incredibly simple:
- Call a taxi
- Use a rideshare or other transportation app on your smartphone
- Use mass transit (VIA)
- Ask a sober friend or family member for a ride home (sober means someone who's not had a single drink!)
- Spend the night where you are

Also, if you're traveling, make sure it's someone NOT sitting in the driver's seat that does the navigating. When you're in the driver's seat, your only job is to drive. Let your passengers help navigate if needed. Let your passengers call loved ones or text friends to provide travel updates or to check on the status of those flights.

Mail Bag: Kind words to TxDOT, Wurzbach Pkwy issues, questions about Lp 1604

Sorry for the dearth of responses over the last several weeks - bouncing between a number of issues with projects wrapping up and finishing, combined with the hectic schedule around the holidays, has made for a schedule challenging for blog posts like this. Please keep sending your questions and we'll get the best answers possible for them!

Thank you, thank you, thank you! My drive to work (on Wurzbach) was still at 45 miles per hour but I went out at lunch and it was changed. There are those who will still go faster than 60 MPH, but at least I can feel safer. I appreciate your blog and followed it regularly for Wurzbach Parkway updates. I will continue to use for other construction updates. Thank you for the work you do for the citizens of San Antonio. It is appreciated.

Thank you for lifting the speed limit on Wurzbach Parkway from N.W. Military Drive to Starcrest. What a difference it makes. I love this new expressway - it is clean, beautiful and I use it daily.

Whomever came up with the idea to put the barrier up at northbound I-35 where I-35 and US 281 and I-37 all come together is a genius. That was a really bad spot in the morning as people coming from the lower level would shoot across two or three lanes of traffic in an attempt to reach Broadway or I-37. Thank you very much!

Well thank you, Frank! Glad to do it. Sounds like the barrier is having its intended result! We aren't finished with that project yet, by the way; we still have a final surface of asphalt to lay down. That will not happen until a streak of warmer temperatures hits, though - likely this spring.


Just curious as to why 281 NB lanes between Nakoma and Bitters were configured as they are now. ... I am really hoping that with the opening of the Wurzbach Pkwy exit things will smooth out, but if not, would there be plans to re-stripe the roadway to get an exit only and possibly get things moving better?

Mark, the opening of the Wurzbach Parkway exit should have smoothed everything out. Our apologies for the long-delayed response!
As for future plans ... what you see now is what you'll get moving forward. There is some added space out there. That will allow us to adjust the highway for growth in the future, if we should need to do so. That does, however, require federal approval as it involves adding capacity to the highway.


With the new interchange at Loop 1604 and US 281, the entrance ramp from the southbound US 281 access road to the southbound US 281 main lanes was relocated. Now everyone must go through the traffic light at Donella. This results in queues approaching a half-mile in length. ... Why can’t this intersection be made similar to the Super Street that US 281 was made into north of 1604? The overpass could be closed, turnarounds would remain open, and the signals removed. All traffic from entering Donella would be forced to travel either north or south to the next turnaround. This would greatly improve mobility in this area. Even better is that it would likely cost very little in capital costs.

Since the frontage roads between Ralph Fair and Fair Oaks Ranch will eventually become one way, are there plans to add a light at the intersection of Old Fredericksburg Road and Ralph Fair? Currently that section of Old Fredericksburg Road is closed for construction but once it reopens it is the only exit for people to go south to Ralph Fair. ... As more developers add to the Old Fredericksburg area, the congestion really backs up in the mornings. Thanks!

Heidi, at the risk of misunderstanding what's being asked, let us assure you the conversion of the frontage roads to one-way will not happen until the overpass at Old Fred Road and I-10 is finished and functioning. Until that point you'll have two-way access along the frontage roads on both sides of I-10 between Ralph Fair and Fair Oaks.
Once the new overpass is built and the frontage roads are converted we'll have a full-fledged intersection at Old Fred and I-10, eliminating the issue you've brought up with the Old Fred-Ralph Fair intersection being the "only exit" for people to use going south. The issue will, essentially, take care of itself.
In the interim, with the construction going on between Ralph Fair and Fair Oaks, we're aware an issue may arise again at your intersection. That said, we do not have plans to add a traffic signal. The biggest reason is proximity to the I-10 signals. We don't like, on TxDOT-controlled roads, to place signals in such close proximity (we are aware of the situation on Boerne Stage Road at HEB ... that is not a TxDOT-operated road).


Who can I contact about perhaps more barricades being placed on the 6300–6500 block of Tezel? Especially the middle turning lane.

My back fence is against the grassy area next to 1604 by potranco (outside the loop). I was told that my back fence was going to be replaced with a sound reducing fence due to the overpass planned. Can I have more info on this?

We are indeed including a sound wall at the Westcreek Oaks subdivision along the new southbound frontage road, just to the north of Potranco Road. This wall will be built on TxDOT right-of-way and will not replace fencing built on private property. Note a sound wall is a tall concrete wall; it's not going to be fancy. Function over form on this kind of thing.
Here's a look at the wall location, from our planning folks:
Construction on this project, which will extend the expressway of Loop 1604 through Potranco Road, will begin summer 2016. The project will take at least two and a half years to complete.


You've said that all the work is done now, and I know from reading here that the path from Northbound US 281 to westbound Wurzbach Parkway is to exit Bitters, turn around, and backtrack to Wurzbach. Why don't the signs say that? The only sign that tells drivers that ... is sign on the northbound frontage road of US 281 that says westbound Wurzbach is straight ahead (although the "WEST" portion is covered up for some reason). There is no sign telling drivers to turn around at Bitters (but there is a turn around sign for the opposite direction at Nakoma). Seems to me the most efficient 281 signage would be to turn the current Wurzbach Parkway exit into an eastbound Wurzbach Parkway exit and turn the Bitters Rd exit into an exit for both Bitters Rd and westbound Wurzbach Parkway (and add the turnaround sign approaching the intersection).

Travis, we took this directly to our operations folks that handle signs. The Wurzbach exit has to stay the Wurzbach exit - intended to capture traffic for both directions of Wurzbach Parkway. It's the KISS principle - Keep It Simple, Silly. Fewer signs announcing Wurzbach Parkway (PA 1502) means fewer opportunities for confusion and problems.
At this point, however, these issues should be resolved. At the time you wrote in these were "punch-list" items - finalizing items the contractor needed to finish. That included removing the covering from the sign along the northbound frontage road to which you've referenced. What we should have in place on the northbound side of US 281 are:
- Three large main lane overhead sign boards
- Two white and green signs on the northbound frontage road
- Route markers per the TMUTCD
With crews wrapping all this up, some of the deficiencies you've pointed out should have been addressed already.

  • Monday, December 21. 7 a.m. until 7 p.m. State Highway 127 at the Frio River crossing in Concan. Full closures of the highway will be used for 25-minute increments while crews set bridge support beams. Traffic should expect long delays or seek an alternate route.
Other roads – Southwest San Antonio
  • Wednesday, December 16. 9 a.m. until 9 p.m. Southwest Military Drive (state Loop 13) between South Zarzamora Street and Somerset Road. All lanes will close at the Union Pacific Railroad crossing while crews with Union Pacific work on the crossing area. Traffic will use South Zarzamora Street, West Mayfield Boulevard, Wabash Street and Somerset Road to reach its destination.

  • Friday-Wednesday, December 4-9. 8 a.m. until 5 p.m. daily. Walnut Avenue between Landa and Wood. Alternating lanes will close creating one-way traffic scenarios while crews reconstruct the roadway. Traffic will use Lockenor or Laurel to reach its destination.
  • Tuesday-Friday, December 8-11. 9 a.m. until 4 p.m. daily. FM 306, both directions, between Hunter Road and Hoffman Lane. Alternating lanes will close while crews install drain structures. One-way traffic control will be employed during this work.
Other roads – Schertz
  • Monday-Friday, December 7-11. 9 a.m. until 4 p.m. daily. FM 3009, both directions, between I-35 and FM 78. The right lane will close in each direction while crews do sidewalk work.

Holiday season closures

We get asked the question in a variety forms every year, so we may as well just address it. If you have a neighbor who's asking this, please pass along word from right here. This isn't just rumor ... this is the way we do things!

The question is whether or not we'll put our projects "on hold" between Thanksgiving and Christmas.

The short answer is a simple "no". However ... we have some important caveats.

We will continue work
Construction in many parts of the country is seasonal. In the upper Midwest folks have a running joke where they claim they only enjoy two seasons a year: winter and road construction.
In Texas we are blessed with the ability (weather) to work all year long. This means our projects are less invasive (fewer closures) than the ones up north. Seriously - they shut down entire freeways sometimes or have major closures in the middle of the day to get done what needs done. They have only a small window of the year in which to work, so they do so by performing much more invasive closures than we do.
It also means crews get to work year-round and not worry about income streams through the winter. Crews in other states will often see a reduced workweek or, in extreme cases, see seasonal layoffs.
Bottom line: we want to keep our crews - and the crews working for our construction partners - working through the winter. We also want to ensure we're not plugging up travel lanes used by folks headed to visit friends and family during the busiest holiday season of the year.
We have found a middle ground in this: we do continue to do work; we do not have a ton of lane closures. The work is done behind existing barrier where possible.

We will not do major closures
By practice we do not allow any major closures - that is, major ramp closures or full closures of the main lanes - between about now and the start of January. We do have some long-term closures of some minor operational features currently active that will continue to be closed through the year. Some specific examples include ramps on I-35 near Eisenhauer and the frontage road of US 90 near Hunt Lane.
You will see typical nightly closures on a lot of projects - the ones typically listed as closure of "alternating lanes", where work will be on a single lane at a time and we won't need to hinder overnight traffic all that much. If you're driving along Lp 1604 between Bandera and Culebra, along I-35 between Randolph Blvd and AT&T Center Parkway or on US 90 between I-410 and Lp 1604 you'll still see the normal nightly closures.

Work slowed this time of year
Despite our efforts to push forward this time of year, we are slowed a bit by weather. Hot mix asphalt has a temperature requirement we often dip below overnight. With some of our smaller projects out there where all we've got left is a final layer of asphalt (or something to that effect), we might actually shut down the job until we get back into some strings of warm weather.
If this is the case for the project nearest you, you'll see the orange signs and existing conditions out there but you won't often see guys working. Don't be alarmed - we haven't forgotten the project. We'll be back after it as soon as warm days are upon us again and we can lay asphalt by the truckload.

Culebra Road medians - all the info you need

The medians on Culebra Road have caused many to question about the motive behind their installation. It's a topic we've posted on before - twice - and we won't delve further into the whys behind the whats today.

We will discuss some specifics folks have asked about, though. Of particular note is some scheduled work for this weekend resulting in closures Saturday folks really should pay attention to. We've also got some changes to the project brought because of the voice of folks who've called in to provide input.

This weekend's work
One major component to this project is a final overlay - a new surface of asphalt on top of the existing road surface. It's the last bit of work needed before the project is complete. The challenge with that is the time of year we are entering into; asphalt has some significant temperature requirements, and we cannot lay hot asphalt in cooler temperatures.
However, we want very much to finish this project quickly- very quickly. Once the project is complete we will turn over Culebra Road (between Loop 1604 and the Culebra-Grissom-Tezel intersection) to the city of San Antonio for city ownership and maintenance.
Here's what to expect: Beginning 6 a.m. Saturday crews will close alternating lanes - one lane in each direction - to lay asphalt. Traffic will be limited to a single lane in each direction. We expect crews to wrap up what they're doing by 6 p.m. Saturday.
Through the week we will continue to restrict work like this to the hours of 9 p.m. until 5 a.m.
Please note inclement weather can stop the work we've got planned, and if our inspectors observe significant impact on the traffic we will wrap up the work and push for overnight work. That said, the whole reason for this is to avoid overnight-only work and speed this project along. Remember asphalt cannot be placed in cooler temperatures and overnight temps this time of the year frequently dip below our tolerance levels.

Changes in the works
For several weeks we have fielded multiple calls each day, as have city staff, with folks asking or offering concerns about the raised medians being put into place. Again, this is all input we would have more easily incorporated had we been able to record this feedback during our open house meeting held in 2014. (Take-away message here: attend those meetings! We really do incorporate the ideas shared at those meetings!)
However we have made two major changes to the project. These changes are being constructed right now.
At the intersection of Culebra-Tezel-Grissom, we are extending the left-turn storage bay for traffic from Grissom onto Culebra. The additional space (about 65 feet) will be taken from the storage space given to folks turning left into the HEB lot.
At the intersection of Culebra and Selene we will remove a narrow portion of median to allow access for The Water Works and Family Dollar businesses, relieving some of the cross-access pressure there. All that's being removed here is the thin section of raised median, and we're clearing it out to the wider portion. The result will be a gap of about 419 feet opened up at this location.
Finally, we are adding a yellow center stripe along the base of the curb - not something we typically do, but something that's been requested. This will reduce lane widths by about six inches, so drivers should be aware. Previous lane widths were equivalent to what was out there before the medians were installed.

Shared access
The key to mobility along any corridor featuring raised median is a concept called shared access. The term has a number of meanings, but for our purposes it speaks to the ability of a motorist to reach several destinations through a single parking lot driveway access point. One very good example of this is at the southeast corner of Tezel-Grissom-Culebra. Several businesses - including CVS, Taco Bell, Jiffy Lube, Just Brakes, Auto Zone and Jeff Speakman's Kenpo - can be accessed from the same driveway cut. Folks on Grissom Road wanting to reach Grissom or Taco Bell, for instance, can turn into this shared-access grouping at Auto Zone or at Jeff Speakman's Kenpo and use the driving area behind these businesses to safely and conveniently reach their destination.
This shared access is a major consideration when we think of how and where to place a median across the region and the state. It's a common practice nation-wide, actually. As local patrons learn the shared access points of their favorite establishments the traffic issues we've heard about will begin to ease up.

Weather....
In the event of the onset of colder weather, we may button things up, put the project on pause and finish up in the spring. If this happens you'll see the orange signs and some orange barrels or cones, but no work will take place. This will only be done if we can't get the asphalt down in time, but those in the area should be aware of the possibility. 

Beyond Bexar: Hwy 306, Walnut, FM 1516

This weekend crews will close FM 1516 at Crestway in Converse for some emergency repair work on a box culvert. Work on FM 306 between Hunter Road and Hoffman Lane will start the week after Thanksgiving. Weather issues has delayed the projected opening of Walnut Avenue in New Braunfels.

So ... let's get into all that.

FM 1516
This is the most pressing issue and is our strongest place to start. CRG Construction will close FM 1516 at Crestway Friday night at 8 p.m. and will reopen the road by 5:30 a.m. Monday (Nov. 23). Through the weekend traffic will be detoured on Loop 1604 and FM 78.
Crews will continue work the weeks of and after Thanksgiving with daily closures of a single lane, with flaggers posted to control traffic as needed. The traffic signal at the intersection of FM 1516 and Crestway will be adjusted to flash a red light during this time; flashing red lights are to be treated as a four-way stop sign. The signal will be returned to normal function when the work is complete.
The work will repair a box culvert running across the road that's worn down with age.

Walnut Avenue
When Dean Word Company closed Walnut Avenue earlier this year to construct new roadway lanes as part of a project expanding Walnut to four lanes (two each way) between Landa and Kerlick, the goal was to have Walnut Avenue reopened for through traffic in time for Christmas.
Then the weather came. Over the course of 2015 crews lost about a month (maybe a little more) of good work time. While crews were able to catch some of that up through the dry months of summer, our current projection shows Walnut Avenue reopening in January.
In the meantime Dean Word has been able to finish almost all the drain structures along this project and, as a group of dignitaries from the city of New Braunfels say, the mechanically stabilized wall has been erected relatively quickly. As the wall goes up higher the anchors used get longer, requiring the need to cut deeper into what was the existing roadway - which is why we won't be ready to open the new lanes quite by Christmas. Dean Word remains committed to do well in their hometown, though, and are working hard to have the road reopened in January.
The overall project is slated to wrap up summer 2016.

FM 306
Hunter Industries finished this year the overpasses over the UPRR crossings between I-35 and Hunter Road (well, a little beyond Hunter Road). Now they're going to work on expanding the road, starting where they left off, through Hoffman Lane.
The project itself, an $8 million effort, will continue for about a year and a half - so folks should expect to see a final product in 2017. When we're all done we'll have two lanes in each direction with curbs and sidewalks - effectively matching what now exists between I-35 and Hunter Road. A center left-turn lane will be included at strategic locations.
While closures will be minimal - we're expanding on both sides of the roadway - drivers in the area should expect normal road construction delays associated with the project during their daily commute.

Wednesday, November 18

A new crop of big projects

Wurzbach Parkway is finished and in use. We've also finished up work on I-10 between Loop 1604 and Huebner Road. An expanded bridge over I-10 at Ralph Fair Road is complete.

With the exception of work on I-35 on the northeast side of San Antonio, the bulk of major work now going is in northwest San Antonio. There are few, if any, folks in northwest San Antonio who don't encounter at least one construction zone in their daily commute. This isn't because we're trying to slow your commute at all, by the way (we've had people ask why we can't limit jobs to one at a time...) but rather an indication of the needs in the area. Growth has been rapid, and we're trying desperately to catch up.

Here's the latest on the biggest jobs in northwest San Antonio:

I-10 Leon Springs
The temporary conversion of the frontage road between Boerne Stage Road and Aue Road to one-way planned for this week has been pushed back to December 14 due to weather.

When Texas Sterling Construction is able to begin work on the bridge (they are replacing the bridge structure itself), they will demolish one side of the bridge at a time. This work, overall, will take a few months to complete. Drivers in the area should expect this condition to continue until at least the spring break season.

While we wait for work on that Leon Creek bridge to begin, crews will start laying asphalt on the north side of Boerne Stage Road (the same side as The Look). That work will take a few weeks to complete and will lead to work on the south side of BSR and the new west-to-east turnaround.

On that front, we have finally cleared our utilities conflicts along the new westbound frontage road that will go behind Fralos, Leon Springs Elementary, Sonic and other businesses. While we've been able to progress in that area by building the planned sound wall, we're now able to do the actual road work. Expect to see that progress much more quickly now - weather pending. (Therein lies the frustration - we're entering our cold-and-wet season, and laying asphalt becomes much less simple until March or April.)

Overall the project is on pace to wrap up the middle of 2016.

151-410 intersection
The biggest disruption for folks driving through the area of Hwy 151 and I-410 is the closure of the eastbound entrance ramp to Hwy 151 coming from Ingram Road. That ramp is closed to allow a safe work space for Williams Brothers crews, who are working hard on the new direct connector support structures for the connector that will run eastbound Hwy 151 traffic onto northbound I-410.

The good news is this means these guys with Williams Brothers are really getting after it with this project. As for the duration of this closure ... well, it'll reopen when we are able to construct a new ramp, which will be built after that segment of the connector is finished. That should be early 2017.

This project will be ongoing into 2018, and will feature a number of traffic changes during the next two-plus years. Stay tuned here for announcements as they become available.

US 90
Calls have been nearly overwhelming from folks asking about the closure of the frontage road bridge at Medio Creek - the bridge that's between Hunt Lane and Kriewald Road.

The reason for the closure is pretty simple: we're reconstructing the bridge. Sometimes we're able to do so one half of the bridge at a time, leaving the bridge open (though it drags the duration of construction out considerably), but at this location we couldn't conceivably do that due to the nature of the two-way frontage road. Keeping one lane open would require a one-way traffic control situation with a mechanical device or a manned flagging position - both options costing a considerable amount of money that would have pushed this project well over our budget.

Here's the good news: the closure is extremely temporary, and Hunter Industries should have the new bridge ready to use in January.

The biggest issue we're seeing is with folks frustrated at a lack of posted detour routes. This is an issue we're not able to remedy quickly; Hunt Lane has its own exit ramp, and folks are readily able to reach Kriewald and Loop 1604 from the main lanes of US 90. We've left the frontage road at two-way, and kept the ramps in their current configuration, for this closure so folks can navigate appropriately. Since we're unable to trailblaze routes - especially through residential neighborhoods, where the heavier traffic flows will tear up roadways and contribute to additional safety risks to pedestrians - we had conscientiously determined local drivers will be able to responsibly determine their own new routes, if needed.

As for the overall project ... this job will convert the frontage roads between I-410 and Loop 1604 to one-way, build a new west-to-east turnaround at Loop 1604 and reconfigure some ramps. You can see those changes online here. The project will wrap up in 2017.
