Loop 1604 expansion

Progress on the overpass structure at Braun Road has reached a point where te first major intersection closures will begin to impact traffic. The good news is we are easing into things....

Beginning Monday, Williams Brothers Construction will begin daily closures of the north-to-south turnaround at Braun Road while crews drill foundations for bridge support shafts. This turnaround will only close from 9 a.m. until 4 p.m. each day, and will only impact traffic for about a week. We will see similar closures while the shafts are formed, as well as the formation of the column caps, later this month and into the fall. Williams Brothers will use the same closure schedule on the south-to-north turnaround in upcoming weeks.

I-10 Huebner project activities

This week's coordination meeting between Webber Construction and TxDOT staff focused on little things needing tweaked along the project while. Refs continue to push forward with the overpass at DeZavala Road.

Those items include:

- A few inches of asphalt milling near UTSA Blvd.

- Weekly barricade inspections

- A few overhead light posts that need to be turned on

- Stockpiles that need to be hauled off

- Lane markings that need to be clearer, particularly near exit and entrance ramps

- Overhead highway sign structures that still need to be built

- TransGuide cameras we need to get back on

- Silt fences that need to be adjusted after the last round of storms

On a larger scale, concrete crews are still working on retaining walls project-wide, particularly around DeZavala Road and at UTSA Blvd. Bridge crews are working six days a week on the DeZavala overpass bridge - they're building bridge abutments (concrete shelves that hold the bridge support beams) and a few column caps.

For those driving through the project, expect the routine closures that have been going on overnight or, on the frontage roads, during mid-day hours. We won't have major closures until later this month. This biggies that are upcoming:

- Full weekend closure of DeZavala Road at I-10 while crews hang bridge beams. This is targeted for the end of the month, and Webber's leaders are optimistic they could do this before the school year gets going.

- Full closure of eastbound I-10 main lanes at UTSA Blvd while crews hang bridge beams for the new east-to-west turnaround bridge. This will be a single night, likely a weeknight. Webber folks are eyeing mid-August for this.

- Full closure if westbound I-10 main lanes at UTSA Blvd. same story as the eastbound side.

When exact dates are set in concrete, we'll let you know!

Parkway Progress....

A minor traffic switch on Starcrest at Wurzbach Parkway and an upcoming milestone along southbound U.S. 281 highlight the latest developments on the parkway this week.

West Ave to Jones-Maltsberger

Saturday morning at 6 a.m. crews with Williams Brothers Construction will close the southbound entrance ramp from Nakoma Drive. The ramp will remain closed through the month of August; project bosses plan to have the ramp reopened in time for the North East ISD school year start if all goes well.

Two things to take not here - the one-day lane closures associated with the milestone and the detour route folks will use through August. First, the closures:

- two right lanes of southbound U.S. 281 main lanes will close Saturday only, 6 a.m. until 5 p.m., between Nakoma Drive and Rhapsody Drive, while crews place barrier. 

- one left lane of the southbound frontage road at Nakoma Drive will close Saturday only, 6 a.m. until 5 p.m., while crews place barrier. 

Again, the entrance ramp will be closed the entire month of August. If all goes well we'll have it reopened for the school year.

The detour route is going to sound counter-intuitive - kind of like when Lightning McQueen thought odd Hudson Hornet said the key to dirt-track racing is to turn right to go left in the Pixar movie Cars: to go south on U.S. 281 from Nakoma, you'll first need to go north. The posted detour will direct traffic north to Bitters Road, where folks will use the turnaround and enter the highway. Expect minor delays for this, and if this is a normal part of your routine you may wish to add five minutes to your travel time.

So much for the major traffic impacts. As for the stuff you can't see along the road, Williams Brothers is laying asphalt on what will be the westbound frontage road between U.S. 281 and West Avenue, marking the final area in the western segment of the parkway to be paved. Crews are constructing curbs, sidewalks and concrete barrier on this short stretch as well. Bridge crews are completing the overpass at Jones-Maltsberger, including the concrete paving sections east of J-M.

With more beams being produced for the structures near U.S. 281, we are hoping to have everything set by September - if weather and equipment cooperate. Once beams are in place, bridge builders will set bridge deck panels and form and pour the bridge deck over the highway.

We are still on pace to finish up mid-2015.

Jones-Maltsberger to Wetmore

Texas Sterling Construction is working hard to finish up the Mud Creek area and the future westbound lanes of the parkway between Wetmore and Mud Creek - a segment that could wrap up within a few weeks if weather and resources align right.

The biggest two developments are the opening of the Salado Creek Greenway connector at Mud Creek a few weeks ago and this week's traffic shift in Starcrest at Wurzbach Parkway. The traffic shift puts Starcrest in its final, completed configuration. Small work tasks remain, but the work on Starcrest is as good as completed.

Road builders and bridge crews are finishing the road between Starcrest and Old Bitters Road (or the city's brush dump), and concrete crews are finishing up a shared-use path along the parkway as well. That path, when complete, will effectively connect the Salado Creek Greenway to the Panther Creek area and Hardberger Park on Blanco Road.

Completion of the east segment is on pace for late fall of this year.

Major closure this weekend: I-35

Within TxDOT, we make a big deal trying to maintain a difference between construction projects and maintenance. It boils down to capital improvements or to us just fixing stuff. 

This blog is dedicated to the construction side of things, though to most normal drivers the difference is so subtle it's completely indiscernible. With that in mind, here's some info on a major maintenance closure this weekend:

We will close all lanes of I-35 at N. New Braunfels Ave. this weekend while repair crews remove a beam from the N. New Braunfels Ave. overpass bridge. This impacts northbound and southbound traffic.

 

The closure will begin Friday night at 9 p.m. The highway will reopen in time for Monday's morning commute. New Braunfels Ave. will also be closed at I-35 for this work.

 

Additionally, the connector ramps from northbound I-37 to northbound I-35 and southbound U.S. 281 to northbound I-35 will be closed.

 

DETOURS:

•         Northbound I-35 traffic will exit at N. New Braunfels Ave. Traffic will remain on the frontage road and re-enter the main lanes before N. Walters Ave.

•         Southbound I-35  traffic will exit N. New Braunfels Ave. Traffic will remain on the frontage road and re-enter the main lanes after the N. New Braunfels Ave. bridge.

•         Traffic heading to the AT&T Center will exit N. New Braunfels Ave. and continue on the frontage road to AT&T Parkway.

•         Traffic on N. New Braunfels Ave. will turn right onto the frontage road and use turnarounds to reach its destination.

•         Northbound I-37 traffic will take the I-410/Airport exit and travel on eastbound I-410 to northbound I-35.

•         Southbound U.S. 281 traffic will take eastbound I-10 to northbound 410 to northbound I-35.

 

Drivers should consider alternate routes due to long traffic delays. Police will be used at some intersections to improve the flow of traffic.

This week's updates: fairly routine

We're in a brief lull in summertime work, where our projects are between the more "exciting" moments of construction and we're just busy getting things done. Here's a quick round-up of what's going on, and where we're at in terms of schedule:

Ralph Fair Road

Crews were busy laying asphalt this week, getting ready to shift traffic on the westbound access road to the left side of the road. Road builders are still working along Ralph Fair Road, which will remain squeezed down a bit until we're finished with the expand Ralph Fair Road overpass bridge. That will come somewhere around the end of summer 2015.

We're still getting a fair share of phone calls talking about delays in traffic, particularly around Boerne Stage Road. We've worked the signals at Boerne Stage Road to be the best for traffic in all directions; until the county project on BSR is finished, the way traffic is moving is about as good as it will get.

I-10 Huebner

With traffic shifted over to its long-term configuration, crews are working on the reconstruction of the DeZavala overpass bridge. Well, the eastbound side of the bridge. That structure should be reconstructed and finished by the start of 2015; we'll then move traffic over and get to work on the westbound side.

But between now and then, continue to expect seeing crews working feverishly on that bridge six days a week. We've got crews working on retaining walls, road widening and support structures (particularly near UTSA Boulevard, where we're building new ramps and a new turnaround bridge) five days a week.

Overall completion is expected near the end of summer 2015.

Fred-Med

Dirt crews are pushing hard to finish utilities adjustments on the eastbound side of Medical Drive. Most of that work is near the bottom of the hill, near the driveway for Spyglass Hill Condominiums. The goal of project managers is to be done with this utility work by the end of August, so road builders can take over and get the road widening work done there.

Right now road crews are busily working near the top of the hill, pushing hard to get finished with what will be the eastbound entrance ramp (or whatever we're calling it) in the next few weeks.

Meanwhile, under those huge steel plates, bridge crews are constructing support structures that will eventually hold up Fredericksburg Road.

The project had fallen a few weeks behind through the spring due to weather and the availability of crews with some subcontractors, but right now they've almost made that time up. We're still on target to finish the project early 2015.

Loop 1604 at Marbach

Capital Excavation should be finished with this project, with the overpass at Marbach open for traffic, by early August. That timing is exactly in line with the contractor's schedule, when work began in 2013.

Loop 1604 expansion

Bridge builders have been working on support structures for the northbound frontage road at Helotes Creek, across Loop 1604 from Wildhorse Drive. They're also working on reconstructing the southbound frontage road between Shaenfield and Culebra roads - a process that has reduced the road to a single lane for the foreseeable future.

Work continues near Braun Road, where dirt is being pushed around and formed into what will be the approaches for the overpass there. Because of the nature of a project that is being designed as it's being built, survey crews are routinely going through to check and re-check the details of the terrain out there.

All in all, we're on pace to finish work in 2016.

Loop 1604 East

Wurzbach Parkway

Here we have a little bit of news we're pretty darned excited about, actually. That temporary crosswalk near Buckhorn Drive that's catered to the hikers, bikers and runners along the Salado Creek Greenway will soon become obsolete. The Mud Creek bridge structures are nearly complete, and the connector for the trail is nearly ready for use.

Now, it'll be up to the good folks with the city of San Antonio to remove the crosswalk and temporary sidewalk, which was built in 2012 to keep the Salado Creek Greenway active during construction.

We're also looking at scheduling weekend or overnight closures in August to set beams and continue building the overpass bridge over U.S. Highway 281. Those closures won't be nearly as huge as what we had going in June, but they'll still be impactful. As soon as we have dates for these, we'll get the word out.

The west segment (West Avenue to Jones-Maltsberger) is set to open summer 2015. The eastern segment (Jones-Maltsberger to Wetmore) will open later this year.

I-35 SAMMC

This is one of those projects where we'll have huge things happen now and again, but for the most part during the three-year process of this work we're behind barriers and just pounding out work as we go. Most of that work is concentrated in two areas - the first, on the south, is right there between Rittiman Road and George Beach (including the interchange with I-410). The second, on the north, is in the Windcrest area.

We're still on pace to finish this job by the end of 2016.

New frontage road to open in Seguin

Friday we will open a new frontage road along the westbound lanes of I-10 between Texas Highway 46 and Farm to Market 464 in Seguin, making an easier commute for many who live, work or play along this corridor.

The road will be open in time for the afternoon commute.

Though most of the frontage road is one-way, a small segment on each end of the frontage road will permit two-way traffic. These two-way segments will run between Friesenhahn Road and Highway 46 on the east end, and between the westbound exit to FM 464 and FM 464 itself on the west end.

The frontage road, built by Angel Brothers Construction, was paid for entirely by local funds. The city of Seguin and the Seguin Economic Development Corporation combined for some $2.5 million of the project cost, and commercial developer NewQuest Properties contributed another $2.5 million. Work began in October 2013.

Honestly, this is a fantastic example of the department working with others to provide transportation infrastructure. A huge kudos to the local partners who have posted the funds to make this project happen.

Private commercial development along the frontage is expected to begin shortly, led by the folks at NewQuest. Ten driveway points were included along the frontage road to facilitate this development.

The latest on the Loop 1604 overpasses....

With construction in full swing to build overpasses on Loop 1604 over Braun, New Guilbeau and Shaenfield roads, the most common question we are asked is when we will begin work on the intersection of Loop 1604 and Hwy 151.

We are waiting for a study to wrap up that will provide environmental clearance to build Hwy 151 over Lp 1604. That clearance is anticipated to come late this year, allowing us to get going next year. Williams Brothers Construction, the contractor working on the Lp 1604 job, will be the builder. The Hwy 151 project is an optional add-on to the contract underway now; we anticipate fully that option will be selected by WB.

When will it be done? Late 2017 is the current target.

As for the job currently underway....

Work on the northbound frontage road is moving full swing. Bridge crews are starting to build a bridge for the frontage road over Helotes Creek, across Lp 1604 from Wildhorse. That work will be done six days a eek, and shouldn't impact traffic much. In the southbound side, road crews are starting to excavate the old Leslie Road to reconstruct it into our southbound frontage road. This work, between Shaenfield and Culebra roads, will also go six days a week. Since that work is behind barrier, impacts to traffic are minimal.

Meanwhile, work on the overpass structures near Braun Road continues. Dirt movers are building up the base and preparing for retaining walls to be build for the overpass approaches.

The plan on this project, as we've discussed before, is to first build up the frontage roads where possible, then move to the main lanes and overpasses. This will allow traffic a place to go when closures come - and they will come - for the construction of the overpasses.

The one activity that may require closures in the upcoming weeks is work to drill and build a foundation for posts that will hold up digital message boards near Culebra Road. The subcontractor doing that work, Levy Company, has run into tougher rock than they anticipated. Closures planned last week have been extended a few nights, and will continue this week and next.

Those closures may require a single lane of traffic during non-peak overnight hours.

Wurzbach Parkway progress

As soon as a water line is tied in along the U.S. 281 southbound frontage road, lanes will be shifted to the right a little, allowing room for crews to begin work on the southbound entrance and exit ramps that will be realigned between Bitters Rd and Nakoma Dr as part of the Wurzbach Parkway project. 

The change won't really impact daily drivers, as the lanes are just shifted over a few feet. No lanes are taken in the process. This may happen as early as the end of the month.

The bigger task is realigning the southbound entrance ramp from Nakoma. The ramp will close three weeks for this work, starting the end of this month, pushing all traffic from Interpark or Nakoma to the northbound frontage road (going through the Nakoma intersection to turn around), then making a turnaround at Bitters to reach an available on-ramp. Here's the detour, once again (from Interpark):

- turn left at Nakoma Dr

- turn left at NBFR of U.S. 281

- continue to Bitters Rd

- turn around at Bitters Rd

- enter northbound main lanes

From Nakoma:

- drive straight through intersection at U.S. 281

- turn left at NBFR of U.S. 281

- continue to Bitters Rd

- turn around at Bitters Rd

- enter northbound main lanes

If you've got a better way to make that happen, by all means go for it. When thinking of detour routes, creativity goes a long way.

As for the U.S. 281 overpass ... the overnight work was a success, and bridge builders are planning the next stage of work.  They have to wait for the concrete manufacturer to have the bridge deck panels made to set them on the beams to form the body of the bridge deck. Those should start arriving in the upcoming week or so, and panels could start getting set as soon as later this month.

Setting beams will require total closures of the main lanes, but those closures will be overnight and only impact one direction of traffic each night. Between setting beams and pouring the bridge deck, this work may require 6-10 nights to do over the month of August.

Project supervisors are mulling an option to hammer out the work over the course of a single weekend in August, requiring around-the-clock closures. Those would only impact one direction of traffic at a time.

Before that can happen, though, bridge builders will need to set bridge support beams over the southbound frontage road. That work, requiring total closure of the frontage road, will happen before the end of the month.
