FULL CLOSURE OF I-10 AT SH 46 IN KENDALL COUNTY ON MONDAY, JUNE 6, 2022

 


As part of the ongoing IH-10 frontage road construction the contractor is progressing into the next stage of construction which will require the installation of new bridge beams on the new SH-46 (Bandera Rd.) bridge.

In order to safely install the bridge beams, we will need an approximate 8-hour continuous full mainlane closure of the IH-10 eastbound and westbound travel lanes between SH-46 (Bandera Rd) and US-87 (Main Str.). This will allow crews to continue working on the new westbound SH-46 bridge structure.

Work is scheduled to start tonight Monday June 6, 2022 at 9:00 pm and is expected to complete by 5:00 am on Wednesday, June 8, 2022, weather permitting.

The westbound mainlanes will be reduced to one-lane then forced to use Exit 540 (SH-46/Bandera Rd). Westbound frontage road traffic will continue through the SH-46 intersection then back onto the mainlanes at the next available entrance ramp located near Fredricks Creek. Off-duty uniformed officers will control the traffic movement at the SH 46 intersection.

The eastbound mainlanes will be reduced to one-lane then forced to use Exit 540 (SH-46/Bandera Rd).  Eastbound frontage road traffic will continue through the SH 46 intersection than back onto the mainlanes at the next available entrance ramp located ¼ west of the US 87 interchange. Off-duty uniformed officers will control the traffic movement at the SH 46 intersection.

For safety reasons, the active bridge on SH 46 at IH 10 will be closed requiring all traffic to turn right onto the frontage roads.

  • Westbound SH-46 traffic will be detoured to westbound I-10, to the Johns Road intersection, and back to Exit 540 SH-46 (see westbound detour route exhibit).
  • Eastbound SH-46 traffic will be detoured the eastbound frontage road, onto the eastbound I-10 mainlanes, to Exit 543 Scenic Loop, where traffic will use the turnaround to reach the westbound frontage road into Boerne/Main St. (see eastbound detour route exhibit).

 

Wednesday, February 2

FULL CLOSURE OF I-10 AT SH 46 SCHEDULED FOR THIS WEEKEND IN KENDALL COUNTY

**THIS CLOSURE HAS BEEN RESCHEDULED FOR THE WEEKEND OF FEBRUARY 11, 2022.**


As part of the ongoing IH-10 frontage road construction, the contractor is progressing into the next stage of construction which will require the demolition of the existing SH-46 (Bandera Rd.) bridge.

In order to safely remove the bridge, a 56-hour continuous full mainlane closure of the I-10 eastbound and westbound travel lanes between SH-46 (Bandera Rd) and US-87 (Main Str.) will be required. The removal of this bridge will allow crews to start working on the new westbound SH-46 bridge structure.

Work is scheduled to start on Friday FEBRUARY 11, 2022 at 8:00 pm and is expected to complete by 5:00 am on Monday FEBRUARY 14, 2022, weather permitting.

The westbound mainlanes will be reduced to one-lane then forced to use Exit 540 (SH-46/Bandera Rd). Westbound frontage road traffic will continue through the SH-46 intersection then back onto the mainlanes at the next available entrance ramp located near Fredricks Creek. Off-duty uniformed officers will control the traffic movement at the SH 46 intersection.

Tuesday, December 28

I-10 Eastbound Frontage Road in Kendall County Closing from Menger Springs to US 87

 


As part of the ongoing IH-10 frontage road construction, the contractor is progressing into the next stage of construction which will require the complete closure of the existing Eastbound Frontage road from Menger Springs to US-87 (Main St.) in order to construct the new Eastbound Frontage Road approaching US-87.

The closure is scheduled to start on Monday January 3, 2022 at 9:00 AM, weather permitting. 

This will allow TxDOT’s contractor to construct the new Eastbound Frontage Road and new US-87 Southbound bridge approach work. Estimated completion Spring 2022.

DETOUR: Eastbound Frontage Road traffic will be detoured at the new Eastbound Entrance ramp onto IH-10 and will return to the Eastbound Frontage Road using the Exit 543 Scenic Loop exit.


Thursday, November 4

Eastbound I-10 Exit 540 to SH 46 Closing for 5 Weeks


As part of the ongoing IH-10 frontage road construction, the contractor is progressing into the next stage of construction which will require closing the existing Eastbound Exit 540 to SH 46/Bandera Rd. in order to construct the new Eastbound Exit 540 and new Eastbound Frontage Road approaching SH 46. 

There will not be any additional changes to the intersection traffic configuration at this time. 

This complete closure is anticipated to take 5 weeks to construct the new Eastbound Exit 540 to SH 46/Bandera Rd., weather permitting.

DETOUR: Eastbound mainlane traffic trying to use Exit 540 SH 46/Bandera Rd. will be detoured at the new US-87 exit, down the eastbound frontage road to the Scenic Loop turnaround. Once under I-10 traffic will be directed back onto the westbound I-10 mainlanes to the existing westbound Exit 540 SH 46/Bandera Rd.

Work is scheduled to start on Monday November 8, 2021 at 12:30 AM. 

This will allow TxDOT’s contractor to shift traffic onto the portion of the new bridge and new pavement that has been built so that the old SH 46 bridge can be demolished and the remainder of the new 6 lane bridge and approach work can be completed. 

Estimated completion of the project is currently Spring 2022.


Tuesday, October 19

NEW EASTBOUND FRONTAGE ROAD OPENING AT SH 46 AND I-10 IN KENDALL COUNTY



As part of the ongoing IH-10 frontage road construction the contractor is progressing into the next stage of construction which will require the opening of the new SH 46 bridge structure, the new Eastbound Frontage Road at the SH 46 (Bandera Rd) intersection, the new Backage Road intersection at SH 46, and the new Backage Road at Upper Balcones Road intersection.
 
This work that is scheduled to start on Wednesday October 20, 2021 at 2:00 am.

This will allow TxDOT’s contractor to shift traffic onto the portion of the new bridge and new pavement that has been built so that the old SH 46 bridge can be demolished and the remainder of the new 6 lane bridge and approach work can be completed. Estimated completion Spring 2022.
 
The existing Eastbound Exit 540 to SH 46/Bandera Road will remain open but will be limited to right turns only, traveling westbound SH 46 traffic only. Eastbound (Boerne) traffic will be directed to use the Scenic Loop detour.
 
DETOUR: Eastbound SH 46 traffic into Boerne will remain on the I-10 Eastbound mainlanes and detour to Exit 543 down the Eastbound Frontage Road to the Scenic Loop turnaround and directed back onto Westbound I-10 mainlanes to Exit 540 SH 46/Bandera Rd.
 
SH 46 Traffic
  • SH 46 traffic will be switched over on to the new bridge and pavement
  • SH 46 traffic will be able to turn onto both the new Eastbound frontage road towards San Antonio and the existing Westbound frontage road towards Kerrville
 
Upper Balcones Rd. and New Backage Road
  • Upper Balcones traffic will be able to access the new Eastbound Frontage Road towards San Antonio via the new Backage Road
  • The new Backage Road will be allow two-way traffic between SH 46 and the new Eastbound Frontage Road
  • The new Backage Road at SH 46 will be right turns only into Boerne, and will not allow left turns westward onto SH 46 towards Pipe Creek / SH 16.


Wednesday, September 1

MAJOR CLOSURE OF EASTBOUND I-10 FRONTAGE ROAD AT SH 46

 


As part of the ongoing IH-10 frontage road construction, the contractor is progressing into the next stage of construction which will require the complete closure of the Eastbound Frontage Road at the SH 46 (Bandera Rd) intersection, and a complete closure of Upper Balcones Road at the Eastbound Frontage Road intersection.

This work is scheduled to start on Sunday September 19, 2021 at 6:00 am, and will remain closed for approximately 6 weeks.

Once complete, this work will allow TxDOT’s contractor to shift traffic onto the portion of the new bridge that has been built so that the old SH 46 bridge can be demolished and the remainder of the new 6 lane bridge and approach work can be completed. Estimated completion of the bridge is Spring 2022. 

This closure will not affect the SH 46 through traffic across the bridge, but during this closure there will be no through traffic onto the Eastbound Frontage Road.

Johns Road will be the primary detour route for traffic headed east on IH-10 toward San Antonio or to the Eastbound Frontage Road.

Eastbound Frontage Road local business access will be from the SH 46 turnaround bridge off of the Westbound Frontage Road. *Chili’s Restaurant will have access from SH 46.

SH 46 Traffic

  • SH 46 traffic going east on IH-10 towards San Antonio will use the Johns Road detour to enter IH-10
  • Eastbound Frontage Road traffic will use the Johns Road detour to get to the new Eastbound US 87 Exit ramp under SH 46 to access Grand Blvd., Menger Springs Road and the hospital.

Westbound IH-10 Traffic

  • Westbound IH-10 traffic will utilize the new SH 46 turnaround bridge to access Eastbound Frontage Road local business, Grand Blvd. and Menger Springs Road.

Upper Balcones Rd.

  • There will be no through traffic to the Eastbound Frontage Road but will be open to access the local business.

MAJOR CLOSURE COMING TO SH 46 AT THE I-10 INTERSECTION IN BOERNE

 


Beginning on Tuesday, July 6, the I-10 Kendall Extension project will move into the next phase of construction with several upcoming roadway and lane closures that are required to facilitate the completion of the new 6-lane bridge at SH 46 and I-10. This phase of construction is estimated to take place over 12 weeks.

The first six weeks of this construction phase will include the following closures on SH 46 from Home Depot to the I-10 eastbound frontage road:

  • Closure of the right-turn lane in front of Whataburger on approach to the eastbound frontage road; 
  • Traffic shift onto the temporary pavement; and, 
  • Closure of the Whataburger driveway.

During this phase, two-way traffic will be maintained on the approach to and across the existing SH 46 and I-10 bridge.

The second six weeks of construction will include additional closures as crews begin the reconstruction of roadway approaches to the SH 46 bridge. More information on additional closures will be shared in the coming weeks.

Once complete, this phase of construction will allow crews to shift traffic onto the portion of the new SH 46 bridge by Fall 2021. Following the traffic shift, crews will begin demolition of the old SH 46 bridge and construct the remainder of the new 6-lane bridge and approach. The new SH 46 bridge is currently estimated to be completed by Spring 2022. 

The I-10 Kendall Extension project is a $100 million investment to increase mobility and enhance safety for drivers on I-10 in Kendall County. The project includes plans to improve frontage roads, ramps, bridges, overpasses, and interchanges along I-10 from SH 46 to Fair Oaks Parkway in Kendall County.

  • Southbound Scenic Loop traffic will be detoured to the SH-46 intersection.

    As part of the ongoing IH-10 frontage road construction, work is progressing into the next stage of construction which will require the demolition of the existing US-87 (Main Street) bridge. 

    In order to safely remove the bridge, crews will need approximately 56 hours of continuous full mainlane closure of the IH-10 eastbound and westbound travel lanes between SH-46 (Bandera Rd) and Scenic Loop. The removal of this bridge will allow crews to start working on the new US-87 bridge.

      New Highway Lanes of I-10 in East San Antonio Open to Drivers

      Motorists travel the new section of I-10 between Loop 410 and Loop 1604 in east San Antonio.

      Getting around San Antonio has just become a lot easier.

      Drive through the city’s east side and you will find a completely new look to one of San Antonio’s busiest sections of Interstate 10. For more than four years, the Texas Department of Transportation (TxDOT) has been overseeing the rebuilding of approximately seven miles of I-10 between I-410 and Loop 1604. The project to bring the highway to the latest design is now coming to an end. To the 75,000 drivers who travel the section of roadway each day, the improvements in safety and mobility are a welcome relief to what was once heavy congestion and crumbling asphalt.

      Late last month, workers striped the final section of the highway. Drivers now have six lanes, improved exit and entrance ramps, rebuilt overpasses, and a modern highway built to today’s standards. Orange barrels still line some parts of the roadway. However, those will soon disappear once workers complete the final touches, including new lighting, signs, and wrapping up the new eastbound Ackerman entrance ramp.

      Rebuilding the section of I-10 was no easy job. Utilities had to be relocated, old pavement removed, and overpasses demolished. Drainage systems were installed, a new road foundation built, concrete poured, and overpasses constructed. All of this was done while keeping traffic moving. Imagine rebuilding your house with 75,000 people coming through your living room each day and you get the idea. Engineers and contractors spent a large amount of time designing the project to minimize the impacts on motorists. This included building the highway in phases, working at night, and avoiding rush-hour closures.

      While the section from I-410 to Loop 1604 is practically finished, workers are making progress on another I-10 reconstruction project. This one picks up at Loop 1604 and stretches approximately three miles eastward to Pfeil Road. It includes widening the highway to six lanes, rebuilding overpasses, converting the frontage roads to one-way access, and “reversing” several ramps. The three-year project began early last year.

      Meanwhile, workers on an unrelated project are finishing converting the frontage roads from Foster Road to Graytown Road to one-way traffic. The project includes the new Foster Road turnaround and the new overpass at Woodlake Parkway.

      Even bigger improvements are scheduled for I-10 in east San Antonio. This summer, TxDOT will oversee a new $101 million contract to improve a section of the I-410 and I-10 interchange. The work is part of an overall effort to rebuild the interchange and meet the transportation needs of a growing city and keep San Antonio moving

      New Improvements Underway on I-10 in East Bexar County

      The Texas Department of Transportation (TxDOT) has begun construction on a $149 million project that will improve roughly five miles on I-10 and frontage roads between Graytown Road and the Bexar/Guadalupe County line. 

      The project kicked off on January 25, 2021 and is intended to expand from 4 lanes to 6 lane expressway with intersection operation improvements and conversion of frontage roads to one way operations. Construction is expected to complete by June 2025.

      One of the most significant improvements is the conversion of the frontage roads from two- to one-way operations on both sides of IH-10 between Graytown Road to FM 2538. The conversion will take place at the project onset to allow for construction of utility infrastructure along the outside of the frontage roads. Appropriate signs, pavement markings and construction barrels will be utilized to guide traffic safely through the construction zone.

      Below are a few more notable improvements planned for this project:

      • New mainlane overpass at Pfeil Road with turnarounds will be constructed. 
      • New mainlane underpasses at FM 1518 and FM 2538 will be constructed. These underpasses will include turnarounds for eastbound and westbound frontage roads. 
      • New mainlane bridges over Cibolo Creek and Woman Hollering Creek.

      MAJOR CLOSURES PLANNED ON I-10 IN NORTHWEST BEXAR COUNTY THIS WEEK

       


      Beginning this Tuesday, December 15, the Texas Department of Transportation (TxDOT) is scheduled to perform major closures on I-10 in northwest Bexar County. The closures are expected to greatly impact traffic flow and drivers are encouraged to avoid the area. Details on the specific closures are listed below.

      Tuesday, December 15 – 9:00 p.m. to 11:59 p.m.  

      • Full closure of eastbound mainlanes from Ralph Fair Rd. to Dominion Dr.
      • Full closure of eastbound entrance ramp just before Ralph Fair Rd. and exit ramp to Boerne Stage Rd.


      Wednesday, December 16 – 12:00 a.m. to 5:00 a.m.

      • Full closure of eastbound mainlanes from Dominion Dr. Camp Bullis Rd.
      • Full closure of eastbound entrance ramp just before Boerne Stage Rd. and exit ramp to Dominion Dr.


      Wednesday, December 16 – 9:00 p.m. to Thursday, December 17 5:00 a.m.

      • Full closure of westbound mainlanes from Dominion Dr. to Boerne Stage Rd.
      • Full closure of westbound entrance ramp just before Dominion Dr. and exit ramp to Boerne Stage Rd.
      • Full closure of westbound exit ramp to Old Fredericksburg Rd.


      All traffic will be detoured to frontage roads and law enforcement will provide traffic control at intersections.

      These closures will allow crews to install wiring for digital message boards as part of scheduled work on the I-10 Expansion project. The project transforms the I-10 northwest corridor from four mainlanes to eight mainlanes by adding one general purpose lane and one HOV lane in each direction.

      The I-10 Expansion project has a total estimated cost of $70 million. Construction began on the I-10 expansion project in 2017 and reached substantial completion in Fall 2020. Flatiron Construction is the contractor on the project.

      Bexar County's Second HOV Lane Now Open




      The Texas Department of Transportation (TxDOT) and VIA Metropolitan Transit announced today that the region’s second high-occupancy vehicle (HOV) lane is open and will offer drivers with passengers a designated lane to bypass regular traffic. The Interstate 10 westbound HOV lane is open to traffic from La Cantera Parkway to FM 3351 (Ralph Fair Road).
       
      This is the first of three VIA-managed HOV corridors that were built in partnership with TxDOT. The second is expected to open on U.S. Highway 281, from Loop 1604 to north of Stone Oak Parkway, and a third running from north of Stone Oak Parkway to Borgfeld Road in 2023. They are designed to target high-traffic corridors with an alternative lane for multi-passenger and emergency vehicles.
       
      “We are excited to open the second HOV Lane in Bexar County and bring much needed congestion relief to one of the busiest corridors in the state,” TxDOT San Antonio District Engineer Mario Jorge. “The opening of HOV lanes is a culmination of several years of community engagement, planning and construction and just one of many projects we are delivering to prepare for the future growth of our region.”
       
      HOV lanes are exclusively reserved for vehicles carrying two or more passengers, including buses, carpools, vanpools, motorcycles, emergency response and law enforcement vehicles. They are designed to encourage ridesharing, decrease commute times, reduce highway traffic, alleviate congested areas, and reduce air pollution—all goals of VIA’s Keep SA Moving Plan designed to improve public transportation options in the region. 

      “Our relationship with TxDOT over the years has been focused on providing enhanced, long-range transit options that help address the transportation needs of a growing population,” VIA President/CEO Jeffrey C. Arndt said. “HOV lanes are the latest outcome of that productive partnership and we look forward to further expansion of the HOV system as we work to keep San Antonio moving.”
       
      Additional benefits for HOV lanes include reducing the traffic burden on highways and reducing the number of vehicles on the road to help cut down on the extent of exhaust emissions in our environment.
       
      Upon the completion of currently planned HOV corridors, there will be 14 miles of HOV Lanes with one lane each way for a total of 28 lane-miles: I-10 W (5 miles); US 281 N – Phase I (3 miles); and US 281 N – Phase II (6 miles). 

      Using the HOV lanes will not require sign-ups, special car tags or fees. Signage will be posted with the “HOV 2+ Only” to help commuters identify the HOV lanes. They will operate 24 hours a day, 7 days a week. HOV lane passenger regulations will be enforced by the San Antonio Police Department.       US 87 Ramp to Eastbound I-10 Closure in Comfort, TX


       A temporary signed detour will be implemented on US 87 in Comfort, TX to allow for the completion of a new I-10 eastbound entrance ramp.  The proposed closure is anticipated to begin on Wednesday, October 7, 2020.  The proposed work is expected to take 3-4 weeks.

      Northbound US 87, traffic wishing to go eastbound on I-10, will be directed North on US 87 to the westbound frontage road between US 87 and North Creek Rd.  Traffic will then continue on North Creek Rd. over I-10 and back onto the eastbound frontage road.  Traffic will then be allowed to enter at a newly constructed entrance ramp located where the old exit ramp was located. 

      Southbound US 87 traffic, wishing to go eastbound, will be directed to follow the same signed detour to get onto EB I-10. 

      Motorists in Comfort will also be able to use SH 27  to go eastbound towards San Antonio since SH 27 will not be affected.

      Changes Coming to I-10 Frontage Roads in Boerne


      Work on the I-10 Kendall Expansion Project is progressing into the next phase of construction. This phase will include the permanent conversion of existing frontage roads from two-way traffic to one-way traffic operations along eastbound I-10 near Boerne. 

      The frontage road conversion aims to improve safety, as well as reduce traffic congestion and delays. According to the Texas Transportation Institute, the conversion of frontage roads into one-way traffic operations can improve safety by up to 86%.

      On Monday, July 27, drivers will see changes along the I-10 eastbound frontage road from US-87 to SH-46. 

      1. The eastbound frontage road will be converted from two-way traffic to one-way         traffic operations between Upper Balcones Road and US-87. 

      2. Traffic traveling west on the eastbound frontage road will be detoured over US-87 and through town to SH-46. 

      3. The new westbound frontage road between US-87 and Christus Parkway will not be operational during this time. 

      4. The eastbound frontage road will remain as two-way traffic operations from US-87 to Scenic Loop Road. 

      5. Two-way traffic operations will be maintained between SH-46 and Upper Balcones Road. 


      More changes will be implemented Monday, August 10 along the I-10 frontage roads from Fair Oaks Parkway to Balcones Creek Road.

      1. The eastbound frontage road will be converted from two-way traffic to one-way traffic operations from Balcones Creek Road.  to Fair Oaks Parkway.
       
      2. Turnaround at Fair Oaks Parkway will be open to traffic. 
       
      3. The westbound frontage road will converted from two-way traffic to one-way traffic operations from Fair Oaks Parkway to Balcones Creek Road. 
       
      4. The underpass at Balcones Creek Road will be open to traffic.

      Mail Bag: Lp 1604, I-10, FM 1103 and safety

      Why are so many electronic message boards being erected along I-10? I count five new ones between Boerne and Kerrville.

      To be honest, Tim, this was the idea of our folks out in San Angelo. They had been using portable message boards during the winter to key in road conditions updates for drivers. The problem: portable message boards require a guy on-site to update the messages.
      Dynamic message boards serve as a very effective means to transmit information to drivers. This is particularly true during major weather events when we have highway obstructions we need to advertise in real time.
      For those who remember, we had to close I-10 in various places in West Texas due to ice during storms Kronos and Goliath. The closures created a gridlock scenario with some motorists - particularly big rigs - getting stranded. If we had in place a dynamic messaging system (like we are now installing) at the time the situation could have been mitigated by allowing motorists to get off the highway and detour to other locations. That's what we're about here with this effort.
      In fact, we're installing about 30 new signs between Boerne and Sheffield. There are talks of adding signs beyond that - perhaps all the way to El Paso. These signs will be connected to our TransGuide base of operations in San Antonio and be available to the folks in the San Angelo District Operations Center.
      The whole project costs us about $3 million. That includes the cost of cameras mounted atop these signs, giving us not only messaging capability but a real-time look at highway and traffic conditions at some pretty remote locations. The end product for you will be not unlike the system of mountain pass cameras used in some states, like Washington.
      We should have everything installed and ready for use before winter hits us this year.

      I keep seeing damage to the cable guard rails in the median between the lanes of I-10 West from San Antonio to Boerne. Are there any studies or statistics on how many head on collisions they may have prevented? How expensive are they to repair when someone "takes advantage of them?"

      Cable median barriers are relatively new in the American highway scene - they really came into vogue about a decade ago. Prior to using these cable medians no positive barrier was used, or a type of barrier was used carrying burdensome costs. New York was the first to employ the cable barriers and the Federal Highway Administration posted a 2006 paper extolling their virtues. They've since caught on across the country.
      The truth is, every location you see damaged cable is a potential fatality averted. Cross-median collisions (when a vehicle travels across the grass median and strikes an oncoming vehicle, most often head-on) are among the most fatal collisions we see on our highways. The aim of these barriers is preventing these.
      Cable barrier is way cheaper to install than concrete is, even if the upkeep is slightly more expensive. Some repair costs - about 20 percent - are offset by insurance claims for us locally.
      By the way, we spend somewhere around $400,000 each month (not a typo) on guardrail repairs. That figure includes steel guardrail, crash cushions and cables.

      In regards to the expansion project between The RIM and Ralph Fair Road starting September 11th, can we get a detailed plan on how you are planning to minimize the amount of traffic that is invariably going to occur for the next 3 years? I agree we need to do the expansion, but hopefully we learned some lessons from the first I-10 expansion from UTSA to Huebner where the traffic was unbearable and accidents were an all-too-common occurrence. For the sake of everyone's sanity during this time, please tell us you've got something figured out to keep the flow of traffic to a non-road-rage inducing level. You could literally spend an hour getting from Huebner to the RIM during those days, and I don't want to have to do the same again getting from the RIM to RFR!

      Well, Gerard, the two projects are pretty much apples and oranges. With the I-10 Huebner project we were adding lanes to the outside (right-hand side) of the highway and we did a lot of work on the ramps. That work on the ramps was a large part of the traffic control issues you saw.
      There are a slew of variables that make the comparison a poor one, but we'll keep things simple here.
      On the project we're doing now a lot of the work will be done on the inside (left-hand side) and we're not closing any ramps (beyond overnight stuff). We are not reconfiguring any ramps. We are not changing your current traffic alignments or reducing capacity at all.
      Honestly, this project is really straightforward and we're out of the way for the most part. Will you see slower traffic? Probably - it's a natural byproduct of the orange signs and barrels. We won't complain about that, ourselves; the slower traffic goes through our office, the safer our workplace is and better our odds of returning home safely each day. But more to your point the daily commute shouldn't be impacted negatively too badly through the project. In fact, you'll see some pretty immediate relief with one new lane (we're building two each way) being opened for your use as soon as early 2019.

      What is going on with 1103 Bridge Replacement? You reported on August 8th it was beginning that week. Later delayed until September 5th. Now nothing. Is it now being delayed due to Harvey related repairs?

      Work on the FM 1103 overpass officially began September 18 and was delayed for a few reasons - Harvey being one of them.
      Those of you not named Jeff, this question was posed twice in a four-week span ... once earlier in August and again just after Harvey hit. We had a few issues pushing us back on the start time, including inconvenient weather patterns and some scheduling gaffes. The good news is a delayed start means little to no impact on drivers.
      With work now started the clock is ticking, though. We'll have updates available here as they are pertinent.

      When will Military Dr W return to its normal lane configuration?
      - Mike

      When this traffic shift started the plan was to have things back to normal by September 1. Well, we then got hit with some weather issues in August and had some permitting issues with Bexar County. Then Harvey it. Now we're getting rained on.
      Long story short, Mike, we're hoping to have things back to normal by Halloween.
      We will have to switch it around one more time to match the intersection to the new southbound frontage road - a task currently anticipated for summer of 2018.

      I have seen your advocacy of the "zipper" or late merge. I understand in principle why it should be better than early merging, but I think you neglect to take into consideration two factors that work together to make it impractical in practice. First, there is the law that requires merging traffic to yield. Second is human nature, and the specific driving culture of Texas big cities, which is extremely competitive. Trying to get someone to let you over in ANY situation where you need to change lanes is difficult because people just don't want to give up their position or be behind another car. Add to that in zipper merging the perception that the late merger is "cutting" in front of the line (something most of us were taught was rude since preschool) it's a heavily ingrained sociological problem. Blogs and citing studies won't change that, so what else are you going to do to change the driving culture in Texas?

      That's a great question, Mark. In short we are still having internal discussions about just how far we want to go as a state to promote the move. As our explanatory post points out some states use fixed and digital highway signs and others have launched full-out awareness campaigns. We aren't sure yet whether we're going to jump onto the bandwagon fully or if we're going to simply advance messaging done by others.
      We will point out the "me-first" attitude of too many drivers is not exclusive to Texas; it really is global. The Zipper isn't about being first or not cutting, though - it's about taking turns. And that's a behavior about which even Kindergarteners know well.

      Could someone look into the signal timing on the I-10 frontage roads at Dominion Drive? The westbound frontage road has extended green lights in the afternoon to handle the large volume of traffic; as appropriate. However, in the morning, the westbound frontage road still has extended green lights to the detriment of the eastbound frontage roads which now have the largest volume of traffic. This seems way out of balance vis-a-vis the traffic flows.

      Mail Bag: I-10, ramp speed limits, traffic shifts, future plans

      Are there any plans to move the northbound Watson Ln/Old Bastrop Rd exit further south? It is difficult to see vehicles exiting onto the frontage road when trying to turn from Watson Ln East onto the access road. It seems like moving it a half to 3/4 miles south allow more room for error. I don't if dodging traffic is the cause but the guard rail on the corner of Watson Ln East & the frontage road seems to get damaged fairly often. Maybe vehicles are just coming off the exit too fast and can't make the almost immediate right turn onto Watson Ln East.

      Right now, Bob, we don't have any such plans on our list of projects. That's not to say this can't be something that gets added. Stuff like this can become a priority by pushing it through the Alamo Area MPO - a group that kind of tells us where to spend our money in the region (allowing for local-level decisions rather than state-level decisions). We'll forward the comment to our internal planners and our area office in New Braunfels as well to see if we can at least keep the area on our radar.

      Will you clarify how drivers determine the speed limit on flyovers, such as the Bandera Road connector to Loop 410 and the Loop 1604 connector to Highway 151? Do we follow the speed posted on the "Exit 45 mph" sign the entire distance of the flyover, or can we accelerate to highway speed once we get into the flyover? The Bandera Road connector has no signs along the way (except the "Exit 45 mph" at the entrance). I think the 151-1604 connector might actually have a speed limit sign at the entrance - but I'm still a little unclear if that applies to the entire distance. I try to stay around 50 mph on the Bandera connector, but people ride my bumper like crazy.

      Great question, Angela. There are two types of speed limits - regulatory speeds and advisory speeds. Those yellow signs with speed limits posted are advisory speeds - meaning they're a recommended speed to maintain safety on the ramp.
      According to our Manual for Uniform Traffic Control Devices (section 2c.14) these yellow advisory speeds are placed at locations to allow you to appropriately slow down as your exiting the highway. Once you're on the ramp, we won't place additional yellow advisory speed signs unless there's a change in the "horizontal alignment". That's engineer speak for "if the road curves".
      Ultimately, those advisory speeds are there to help you remain safe as you drive. We would all do well to remember it's not about getting to our destinations fastest, but about getting to our destinations the safest.
      Once nearing the end of these ramps drivers should begin safe merging practices by speeding up to the normal speed of the traffic with which they're merging and continue along their way.

      What does right-in, right-out mean? If I'm coming down I-10E, how do I get into Fair Oaks Ranch? If I'm in FOR, how do I get to I-10E?

      For everyone else: Al asked this a few weeks ago, prior to our first major closure of I-10 at Fair Oaks Parkway.
      Right-in, right-out configurations happen when access to or from a side road is right-turn only. Here's a look at an easy engineer's drawing from our manuals:
      I have a question. A few years ago I-10 was under construction to make the exit and bridge for the Dominion folks - because they are the rich ones, I guess. Now we are under construction again - for WHAT? There needs to be 3 lanes going in each direction from the Rim to Fair Oaks if not all the way to Boerne. The big trucks need to stay out of the left lane - they are dangerous! Why wasn't this done in the first place instead of tearing up the highway twice and spending extra money? And are we getting 3 lanes going east and west?

      Lots of issues to address here, Linda, but we'll try and stick to the basic question we think you're asking. We think you are really wanting to know when you're getting additional lanes to I-10 between Loop 1604 and Boerne.
      The shortest answer is we'll be adding those much-needed extra lanes in segments. The first segment will be between La Cantera Parkway and Ralph Fair Road. Work on that project is set to begin early fall (August/September) this year and will take about three years to build. More information on the project may be found here.
      As to the issue of why we didn't do it in the first place, when we re-did the overpass at Dominion Drive? Simply put: money and permission. We didn't have all our documents ready at the time to do an expansion like this, and we didn't have the money to do more. We're sorry we couldn't do more at the time and we're excited the Texas Clear Lanes initiative has enabled us to appropriately prioritize this project now.

      Hwy 151 in San Antonio - I saw the notification sign this morning that the eastbound entrance ramp to 151 at Hunt Lane will be closed 18 July. Will this be a one day closure, or long term? Also, what time will the closure begin?

      This is a temporary closure and will last only a couple of days to allow crews to widen the ramp. Closure info is posted weekly here.

      Will we have 151 run all the way to Talley Road in the near future? And are you doing any construction Talley Road soon?

      In theory, Janie, yes! Well, sort of. The extension of Alamo Ranch Parkway further east is up to the private developers continuing to build in that area. Development of Talley Road is up to Bexar County Public Works and is on their to-do list. They'll have a better idea as to the timeframe and other details of what's going on.
      The real question, then, is whether Alamo Ranch Parkway will ever be converted to Hwy 151. Right now the answer is "no", but you never know what'll happen in 10 years.

      There's a sign at Military Drive and 1604 in NW SA that warns of a "traffic switch" on 7-12-2017. No info seems to be available as to what a "traffic switch" entails or what time this will be happening.

      The next traffic shift along the I-10 corridor

      A few weeks ago we teased some closures and changes set for the I-10 corridor this summer between Leon Springs and Boerne, with the first that major closure held over Fathers Day weekend at Fair Oaks Parkway.
      It's now time for the next big change, though it won't impact daytime traffic much. This work will require overnight closures only. Here's a look from Friday's closures post:
      • Tuesday-Friday, June 27-30. 9 p.m. until 5 a.m. nightly. Eastbound exit to Scenic Loop road. The exit will close while crews move concrete barrier. Traffic will use exit 540 and continue along the frontage road to reach its destination.
      • Tuesday-Friday, June 27-30. 9 p.m. until 5 a.m. nightly. Eastbound main lanes at Scenic Loop Road. Alternating lanes will close while crews move traffic to at new configuration. One through lane will remain open for the duration of this work.
      Overall project goal
      The work at the intersection of I-10 and Scenic Loop Road is aimed at making traffic operate more smoothly. We're reconstructing the intersection and widening Scenic Loop Road under I-10 itself while upgrading the overpass (which will feature a taller, longer bridge). The $11.6 million project built by Austin Bridge and Road began at the start of 2016 and is set to wrap up early 2018.

      What's happening
      The main lanes of I-10 are being shifted to vacate the area currently in use by westbound traffic. This is a bit like the switch that happened back in February. The new overpass at Scenic Loop is being built in three stages, and this week's shift will get things in line for that final stage before traffic is put in its final configuration.
      The shift will only be felt minimally by daily commuters who pay close attention to the driving task at hand while behind the wheel. Here's a look at what will be different:
      All the work to shift traffic over will be done overnight so we don't have to disrupt daytime traffic. Even then they'll maintain a single lane moving through I-10 in each direction the whole time. Put simply, we just don't anticipate a major issue with this work.
      So those driving through are aware this week, the eastbound lanes will be moved as soon as Tuesday night (but might push to Wednesday night) and the westbound lanes will be moved Thursday night. As long as drivers remain alert and aware, this should not pose any problems.

      Next up
      Just like last time we need to remove the old bridge structure once traffic is on it. Beginning Friday, July 14 (around 9 p.m.) and running through Monday, July 17 (around 5 a.m.) Austin Bridge and Road will shut down Scenic Loop Road at I-10 to do the necessary work. The detour we'll use is the same we used back in February. Traffic on Scenic Loop Road will use the frontage roads to turn around at Balcones Creek or Business 87 and reach its destination.
      When we did this work last time Austin Bridge and Road was able to have work completed and everything reopened well ahead of schedule. That should be encouraging news to those who live, work and play in the vicinity. If something weird pops up on this go-round, that Monday morning opening time is our hard deadline.
